RESOLUTION NO. 95-09 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, SUPPORTING THE DESIGN CONCEPT AND CONSTRUCTION OF THE SOUTH COUPLET PROJECT ON HIGHWAY 95 IN THE CITY OF MOSCOW AS PRESENTED BY THE SOUTH COUPLET COMMITTEE APPOINTED BY THE MAYOR AND STATING THE DESIRE OF THE CITY TO WORK TOGETHER WITH THE STATE OF IDAHO TRANSPORTATION DEPARTMENT TO ACCOMPLISH CONSTRUCTION OF SUCH SOUTH COUPLET PROJECT FROM EIGHTH STREET TO SWEET AVENUE WHEREAS, the city of Moscow and the State of Idaho Transportation Department desire to proceed with the design concept of the South Couplet project of Highway 95 in the City of Moscow, and, WHEREAS, citizen's evaluate project; the Mayor of the City of Moscow has appointed a committee (the South Couplet Committee) to possible design concepts for the South Couplet and, WHEREAS, the Idaho Transportation Board has presented several design concepts to the South Couplet Committee and the Moscow City Council; and, WHEREAS, the South Couplet Committee is aware of budgetary constraints on the Idaho Transportation Department, and the Committee supports a design proposal presented by the Idaho Transportation Department which addresses City concerns; and WHEREAS, the South Couplet Committee proposes such design concept to the Moscow City Council for its support; and WHEREAS, it is the understanding of the Moscow City Council that public participation will be an integral part of the Idaho Transportation Departments process in the designing a successful project. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF MOSCOW AS FOLLOWS: 1. That this project is beneficial to the citizens of the City of Moscow and the community and the City Council supports such design proposal for the South Couplet Project. ---PAGE BREAK--- 2. That the City Council is desirous of working together with the Idaho Transportation Department to accomplish construction of the South Couplet Project in order to facilitate more efficient and safe transportation for all of the citizens of the City of Moscow and the state of Idaho.
