MEMORANDUM Date: June 16, 1999 To: Mayor Comstock and City Council From: Mary Moscow Arts Commission RE: Request for MAC to receive ICA funds for youth at risk participation in local art camp The Moscow Arts Commission would again (we did this in 1998) like the approval of the Mayor and the City Council to act as an umbrella organization for Linda Canary's Summer Art Camp in order for her to be able to receive $1500 from the Idaho Commission on the Arts (ICA). The funds would allow her to accept at risk youth (that have been referred to her through local school counselors) into her program for reduced fees, as well as the resources to pay two at risk teens a stipend for apprenticing in her Summer Art Camp. The Moscow Arts Commission is favorable to this arrangement because we have identified youth at risk as an important audience to reach through the arts. It has been both effective and practical to partner with Linda Canary's Summer Art Camp because she has well established programs and is interested in working with this population. Although MAC is being asked to provide the vehicle to channel these funds from the ICA, the matching funds required for this request for proposal would come directly from Linda Canary's Summer Art Camp tuition fees. No funds are being requested from the city and no more than 2-3 hours of my time are involved in helping to secure these funds. The Mayor's signature is required by June 21, 1999 if this request is approved. P.O. It is a series of two week sessions of afternoons spent drawing, painting and sculpting with various materials oil pastels, chalk, charcoal, scratchboard, acrylics, watercolors, clay, plaster, and soapstone. l teach technique, art appreciation, and history. Each day is structured to include both two and three dimensional activity, in addition to movement (yoga and qigong.) In 1998, a local high school counselor asked me if I could use help from an at-risk teenager who could benefit from the program, but who was too old to participate. I waived her tuition, and this situation worked out so well, that the next year I applied tor money in order to pay two apprentices who were invaluable help to me and the students in the camp. Working with the apprentices gave me insight into how the younger students bonded with and respected them respeet that is sorely needed by these youth. I watched self:esteem grow as they were treely encouraged to participate in art projects and were given praise by all for their paintings, sculptures, and drawings. One apprentice, whose original intention had been to work in a fast food restaurant after graduation, decided during the summer to try an art program at the community college in Bellingham. That fact alone proved to me that this mentoring worked beyond my expectations. This year I am again applying for money in order to pay $5.50 an hour for an apprentice, to help pay for materials for students to whom I offer a sliding scale tuition, and to increase my rate of pay to the $30.00 an hour recommended by the !CA. I have added on an hour a day spent here by the youth so that we can have some time together hefore and after the camp day in order to plan, organize and evaluate. Other than that, the structure is the same as last year four weeks of making art in my studio, or underneath the two large cottonwoods, or back near the creek, or up in a treehouse. I'm looking forward to working with teen-aged youth again this summer. It has added a whole new dimension to my life that enhances it. In fact, because of working with teens the last two years, this year I have offered a one day raku workshop for teens through the local Rendezvous in the Park event. We're even going to hold a tea ceremony with the bowls we fire. That will be interesting! Please use the enclosed contract form. Send three copies to the Artist, keeping a copy for your files before mailing to the Artist. After signing, the Artist should return two signed copies directly to you and keep one copy for their files. The Sponsor should then forward a signed copy to the Idaho Commission on the Arts and retain one for their files. A copy of the proposal is attached to this contract for reference. To fill the terms of the proposal, Sponsor and Artist agree as follows: 1. Engagement. Sponsor hereby engages the Artist to perform the services of the Artist described in the proposal and the Artist accepts such engagement. Both parties agree to abide by the approved budget. Any expenses incurred beyond those in the budget are the responsibility of the Sponsor. 2. Independent Contractor. The Artist's duties are those of an independent contractor and not an employee. The Artist's professional services will be rendered in demonstrating and teaching the Artist's art form without becoming a substitute for the Sponsor's staff. No separate statement of earnings will be sent by the Idaho Commission on the Arts. 3. Change in Proposal Terms. In the event changes in the original proposal are called for, such changes are stated in a revised budget and/or project description which has been prepared by the Sponsor and the Artist and which is attached to this Contract. A copy of these items must also be sent to the Idaho Commission on the Arts for approval prior to the start date of the project and prior to the Sponsor sending this Contract to the Artist. 4. Artist Fees. Sponsor will pay the Artist a fee of thirty dollars ($30.00) per hour for classroom/teaching time (this includes set-up and clean-up time as well) and fifteen dollars ($15.00) per hour for planning/documentation/meeting time. Total Artist Fees: $SDc _ 5. Travel/Lodging. The Artist's travel costs incurred in connection with the project will be handled by the Sponsor in the following manner: • Airfare/Rental Car. After consulting with the Artist, the Sponsor will pay these expenses directly to the provider. • Car Travel (to the site and throughout the project). This expenses will be reimbursed to the Artist at the rate of thirty-one cents per mile. • Lodging. This expense is paid directly to the provider. Incidental expenses such as phone calls, meals, etc. are to be paid by the Artist upon check-out. All rights in artwork created by the Artist during the project remains the sole property and responsibility of the Artist. Any nse of such artwork during or after the project, including performance of the work by video or audio tape or other medium, required the written permission of the Artist. 9. Classroom Management. Sponsor agrees to have a certified staff member present at all times the Artist has contact with students. It is not the Artist's responsibility to maintain classroom discipline--it is to teach and demonstrate his/her art. The Sponsor and the Artist should discuss these roles prior to the start date of the project. Some projects may require additional volunteers in the classroom either for all or for a portion of the project. It is the Artist's responsibility to provide this request to the Sponsor prior to the start date of the project. 10. Non-completion. If a substantial portion of the project is not completed as scheduled for reason of illness, labor disturbance, weather, or other similar unforeseen cause without fault of either the Sponsor or the Artist, both parties agree to a good faith effort to reschedule the project. ---PAGE BREAK--- 11. Violation of Institution Rules. In the event there is a serious violation of the site's rules, the Sponsor will report the violation to the Idaho Commission on the Arts. A serious violation may result in suspension or termination of this contract pending the outcome of the final determination. The Sponsor agrees to provide to the Artist prior to the start date of the project, written information on institution policies staff orientation manual). 12. Final Report. The Sponsor agrees to submit the final report to the Idaho Commission on the Arts, thirty (30) days upon completion of the project or by October 1, 1999 (postmark date). The Artist agrees to submit either along with the final report package or under separate cover, the Artist Evaluation Form (also by October 1, 1999).
