RESOLUTION NO. 9 0-0 4 -I A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF IDAHO, ENCOURAGING CONGRESS TO OPEN THE CABLE INDUSTRY TO MORE COMPETITION IN THE MARKET PLACE. WHEREAS, this Council has gone on record with Resolution 88-05 that Congress should consider restoring rate regulation powers to local government entities; and WHEREAS, the Moscow City Council believes that the existing lack of regulatory power leaves a virtually unregulated monopoly free to engage in predatory pricing, leaving subscribers in locations such as the City of Moscow no choice but to pay an uncontrolled exorbitant price for basic cable service as is unilaterally demanded by a franchisee, and WHEREAS, it is in the public interest to provide competition for existing cable TV services, both transmission and programming; and WHEREAS, competitive systems will provide consumers with greater choices of video programs and services, and WHEREAS, a state-wide fiber optic network will serve as a vital component to the State's future public and continuing education structures; and WHEREAS, a highly-featured telephone network capable of video transmission would be an asset to international competitiveness for the United States and economic development within the states. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF MOSCOW, IDAHO AS FOLLOWS: 1. That the legislature of the State of Idaho is urged to adopt a joint memorial encouraging Congress to enact appropriate legislation to open up the cable market to competition, to enhance the development of new technologies, and to modernize the telecommunications infrastructure; and be it further resolved. 2. That this resolution be provided to all members of the Idaho delegation to the Congress of the United States, to the Federal Communications Commission, and such other persons as the Mayor or Councilmembers consider appropriate. ---PAGE BREAK--- PASSED by the City Council and APPROVED by the Mayor this 2nd day of April, 1990.
