RESOLUTION NO. 91-08 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, PROVIDING THAT IT IS THE POLICY OF THE CITY TO CREATE AND MAINTAIN AN EFFECTIVE, EFFICIENT AND QUALITY EMPLOYEE FRINGE BENEFIT PACKAGE; PROVIDING THAT THIS RESOLUTION SHALL BE INCORPORATED IN THE CITY'S PERSONNEL RULES AND POLICIES; PROVIDING FOR THIS RESOLUTION TO BE IN FULL FORCE AND EFFECT UPON ITS PASSAGE & APPROVAL. WHEREAS, the adopted Personnel Manual provides for employee fringe benefits; and WHEREAS, the City Council wants to provide a quality program; and, WHEREAS, the City is unable to continue funding the rapidly escalating costs of the current fixed benefits plan; and, WHEREAS, the City Council feels that the adoption of a Section 125 Plan will enhance the employee benefit package; and, WHEREAS, the City Council wants to modify the existing fixed benefit plan to reflect current conditions and comparable employer plans. NOW THEREFORE, IT IS HEREBY RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF MOSCOW AS FOLLOWS: The City of Moscow will modify the existing fixed benefit plan to provide city payment of premiums for all employees. Dependent coverages will be the responsibility of the employee. This policy change will be implemented in phases, with the city continuing 75% participation in dependent premiums for the 1991-92 health insurance policy, reducing in succeeding policy years to 50%, 25%, and The City of Moscow will purchase a group dental plan and provide payment of employee premiums, effective on or after October 1, 1991. The City of Moscow will purchase a group vision plan and provide payment of employee premiums, effective on or after October 1, 1991. Any changes to the existing health insurance group policy will be negotiated with the selected carrier at contract renewal on October 1, 1991. ---PAGE BREAK--- The City of Moscow hereby adopts a Section 125 Plan, to be administered by Manley Administrative Services, Inc. to be effective on or after June 1, 1991, according to the plan as adopted with this Resolution and attached as Exhibit A. INCORPORATION INTO PERSONNEL POLICY: This Resolution shall be incorporated into the City's personnel rules and policies.
