DATE: ARC HITECT S OWNER AUTHORIZATION FOR ADDITIONAL SERVICES AND COMPENSATION TO ARCHITECT AND/OR CONSULTANTS August 3, 2012 ARCHITECT: Design West Architects, PA 254 E. Main Street Pullman, WA 99163 OWNER: PROJECT: City of Moscow 206 E. Third Street Moscow, ID 83843 Moscow East City Park- Replacement Restrooms In accordance with previous Agreement For Professional Services Between City of Moscow, Idaho and Design West Architects, P.A.for East City Park Stage Design dated August 20, 2010. You are directed to perform the following changes in the above project as an additional service. Compensation is to be as identified below: DESCRIPTION OF WORK: 1. New building shall include: a. Women's Restroom i. toilet stalls ii. sinks b. Men's Restroom i. toilet stall ii. urinals iii. sinks c. Family Restroom i. Required by IBC 2009 since we will have six toilet fixtures, per Carol Alexander, Building Official. ii. Single occupant room with a toilet, sink and changing table iii. Lockable from exterior with a key with a privacy lock on the interior d. Small Mechanical and Storage Room 2. Design Considerations a. The building shall be located per the design approved in September, 2010, and shall function on its own independent of the existing stage I restroom or the future stage. b. Attractive, durable, public park facility that will fit the "look" of East City Park. Exterior walls shall include split-face CMU with some patterning. c. All non-combustible construction materials. d. "Forest Service" Grade plumbing fixtures, hand dryers, partitions and soap dispensers. No paper towel dispensers. e. Stainless Steel mirror per room. lot ·lOC6' ---PAGE BREAK--- ARC HITECT S f. Interior light fixtures shall be recessed, controlled by occupancy sensors. Exterior lighting shall be full cut-off vandal-resistant fixtures on a timer with photo cell. g. Walls shall be CMU or concrete, inside and outside. h. Floors shall be sealed concrete with integral1" radius cove at floor. i. All surfaces will be painted for ease of graffiti repair. j. There will be a 1% art component, possibly a "framed" exterior wall area of smooth CMU surrounded by split-face CMU. Art will be provided later, by City of Moscow. k. Doors shall be lockable with key, both sides. I. Provide natural daylight for energy savings. m. City of Moscow will demolish the existing restroom building and modify electrical as required, separate from this contract. n. DWA will require a topographic survey of the new building area, extending to the existing building area. DWA to contract with Hodge & Associates for City's convenience. 3. Bidding Considerations a. There are no federal funds on this project. b. Construction budget is $220,000, including the 1% art allowance. c. Although bidding amount is out of DWA control, DWA shall revise plans and re-bid at no cost to City of Moscow if bids exceed $220,000. Bid alternates may be used. 4. Site Considerations a. New hard surfaces shall be asphalt in lieu of concrete. b. Existing sewer and water are assumed to be adequate. Plans will include connections. 5. Schedule a. Plans submitted to City of Moscow Building Department on or before September 14, 2012. BASIS OF COMPENSATION WILL BE: We will provide design, bidding and construction phase services for a lump sum fee of $15,000 broken down as follows: Design Development Construction Documents Bidding Construction Administration SUB-TOTAL Survey by Hodge & Assoc.
