RESOLUTION NO. 97-02 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF IDAHO, ADOPTING A STANDARD OPERATING PROCEDURE FOR NEW SUBDIVISION AND WATER MAIN EXTENSIONS WITHIN THE CITY OF MOSCOW. WHEREAS, the City Council deems it advisable to adopt a standard operation procedure for new subdivision and water main extensions within the City of Moscow. NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Moscow as follows: L WATER MAIN TIE INTO EXISTING SYSTEM I. Where a valved stub exists: The contractor will remove the plug and make the tie to the stub. 2. Where no stub exists, the water main must be cut: Existing water main will be cut by the City and a valve installed by the City. The contractor will start at the valve. Any shut down of existing main will be done by the City and will require two days notice by the contractor to the City. IL LAYINGWATER MAIN The contractor is responsible for keeping the inside of the new water main clean and free of debris. Failure to keep the inside of the water main clean and free of debris can cause failure of disinfecting procedures. IlL PRESSu'RE TESTING I. The contractor will give 2 or 3 days notice to the City that the water main is ready for pressure testing. 2. The contractor will flush a new water main prior to a pressure test to remove air, however, in order to avoid low pressure, flooding and/or contaminated water to existing customers, the contractor shall not commence flushing for any reason until permission is granted by the City. 3. The contractor will provide excavation for tap( s) to perform the pressure test and at high points to remove air. The City will make the tap(s). Contractor shall provide shoring and take all necessary measure to make the excavation safe. 4. If pressure test fails, the contractor will repair, flush and notifY the City that system is ready for retesting. Any retest shall be subject to notice provisions contained in Section III. I ---PAGE BREAK--- IV. DISINFECTION AND BACTERIA TESTING I. The contractor will flush the new water main before it is disinfected This flush will be done as directed by the City as to method, volume, duration and discharge of the water. 2. The contractor will provide excavation for tap(s) to inject the disinfectant The City will make the tap. 3. The contractor will provide a 2 inch tap on all dead ends that do not have a fire hydrant 4. The City will disinfect the new water main and provide the materials. The water main will be valved out with the disinfectant sitting in the water main for 48 hours. 5. The contractor will flush (to remove all disinfectant) the water main before bacteria samples are taken by the City, but only afler receiving permission from the City to avoid contaminated water and low pressure or flooding to existing customers. 6. Samples will be taken 24 hours after the disinfectant is flushed from the water mam. 7. If bacteria test shows contamination in excess of City standards the contractor will flush The City will resample. 8. If second bacterial test shows contamination in excess of City standards, the City will repeat the disinfection. Disinfectant will sit 48 hours. The contractor will flush again in accordance with instructions from the City and the City will resample. V REPEAT PRESSURE TEST AND DISINFECTION The City will provide pressure testing, disinfection and bacteria testing for the first time at no charge. The cost of time and materials for any subsequent testing of the same system shall be the responsibility of the contractor. VI. EXCAVATION AND TAPS I. The contractor will do the excavation for all tie ins of water main, taps for pressure testing, taps for disinfection or sample points for bacteria and laying of service lines. The Contractor shall provide shoring and take all necessary measures to make the excavation safe. 2. The City shall make all taps. VII. SERVICE LINES I. No taps for customer service water lines will be made until after the pressure test and disinfection have been successfully completed. 2. The contractor will provide the City with accurate measurements to locate the water service line and the curb stop after construction is complete. 3. Grade stakes and property corners will be in place before water service lines are installed. Any additional costs to the City resulting from any grade changes caused by the contractor shall be reimbursed by the contractor at cost of time and materiaL 2 ---PAGE BREAK--- 4. The Water Department will provide the water service line material (except gravel), make the tap, and provide and set the meter box (including copper setter) at the appropriate time. The contractor will provide the excavation, connect to corporation, lay the line, provide rock backfill and compact to City standards. 5. All water service lines installed by the contractor must be inspected by the City before backfilling and this inspection is a condition of City acceptance of the water system. VIII. FIRE HYDRANT AND VAL VES• 1. The contractor will paint all fire hydrants with Sherwin Williams Industrial and Marine Coating, Industrial Enamel, B54R38, 617-4064. The paint is to be provided by the contractor. The color will be specified by the City. 2. The contractor will set all valve boxes to final grade, plumb, clean and free of debris. IX. EROSION CONTROL AND DEBRIS The contractor will be responsible for removing any debris that enters the meter box, i.e., sediment from erosion. The costs of replacing any broken meter boxes or cleaning of debris from meter boxes shall be reimbursed by the contractor at cost of time and materials. EFFECTIVE DATE This Resolution shall be in full force and effect from the 3 rd day of February , 1997. ADOPTED by the Council and APPROVED by the Mayor this 3rd day of February 1997. ATTEST 3
