RESOLUTION NO. 2010-22 A RESOLUTION OF THE CITY OF MOSCOW, IDAHO, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, CREATING A POLICY ENCOURAGING VOLUNTARY SMOKE-FREE CITY -OWNED PLAYGROUNDS WITHIN THE CITY; PROVIDING THIS RESOLUTION TO BE EFFECTIVE UPON ITS PAS SAGE, APPROVAL, AND PUBLICATION ACCORDING TO LAW. WHEREAS, smoking is responsible for premature deaths in over four hundred forty thousand (440,000) Americans each year from lung cancer, heart disease, respiratory illness and other diseases; and WHEREAS, secondhand smoke is responsible for over fifty thousand (50,000) deaths among nonsmokers each year; and WHEREAS, tobacco kills more Ame1icans each year than alcohol, cocaine, crack, heroin, homicide, suicide, accidents, fires and AIDS combined; and WHEREAS, eighty percent (80%) of smokers sta1ted smoking before the age of eighteen (I and the average initiation age is twelve (12) years old; and WHEREAS, everyday an estimated three thousand nine hundred (3,900) young people under the age of eighteen (18) try their first cigarette and one-third (1/3) of these children will die prematurely from tobacco related illnesses; and WHEREAS, adults model behaviors (good and bad) for young people who may emulate those behaviors; and WHEREAS, the Council desires to promote positive role models by encouraging City park users not to smoke on or near playgrounds located in City parks; and WHEREAS, to help each City park user to model non-smoking behavior to children and youth and to provide children, youth and their families with a safe, smoke-free environment, the Council adopts the following policy; NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Moscow that the policy regarding smoking at or near City-owned playgrounds shall be as follows: Voluntary Smoke-Free Playgrounds Policy 1. The purpose of this Policy is to encourage people to voluntarily refrain from smoking at or near all City-owned playgrounds. 2. Appropriate signage (including decals/stickers) shall be strategically affixed on, at, or near City-owned playground equipment. Content and p lacement of such signage shall be subject to review and approval by the Moscow Parks and Recreation Director or designee. 4. This Resolution shall become effective as of 201h day of De.cember, 2010. PASSED AND APPROVED by the Mayor of the City of Moscow, Idaho, this 201h day of December, 2010.
