Partnership for Economic Prosperity (PEP) City of Moscow: Goals, Services & Deliverables The City of Moscow is interested in enhancing the quality of life for its citizens through well­ planned economic development by means of the implementation of a coordinated, comprehensive program of sustainable economic development focusing in the areas of creation and retention of quality jobs, business assistance, expansion, development and recruitment and community development, intended to improve the economic future of Moscow, Latah County and its cities and the University of Idaho through the creation of new job opportunities, diversification of the tax base and better utilization of the area's resources. Services & Deliverables: PEP shall possess a strong understanding of the local economy, its weaknesses and critical issues. Pursuant to the City of Moscow's membership in PEP, PEP agrees to provide the economic development services to the City of Moscow, including the following: Services: • Serve as the coordinating agency for the City's collaborative economic development activities within Latah County; and • Promote the collaborative efforts of PEP's Institutional, LCIC, Commercial and Individual members in order to stimulate cooperation and joint action; and • Act as the City's liaison for communication with: o The Idaho Department of Commerce; o The United States Economic Development Administration; o Clearwater Economic Development Association; o Clearwater Resource Conservation and Development Council; and • Attend meetings as required to accomplish the goals set out above. Deliverables: • Provide a comprehensive assessment of the local economy within 4 months of notice to proceed, to include: o An objective evaluation of the competitive and weaknesses, opportunities and threats of the area as an economic development product; include, but not be limited to the City of Moscow, University of Idaho and Latah County agencies and businesses as participating entities individually and as a whole; o A detailed profile of the demographics, economy, and perceived competitive advantages of the combined areas represented; o A statement of commonly aligned purposes on which a positive strategic plan may be built; o Recommendations for additional research if needed; and PAGE 1 OF3 ---PAGE BREAK--- • Develop an economic development strategy for submission to the City of Moscow and PEP partners within 4 months of completion and acceptance of the comprehensive assessment, which strategy will include, but not be limited to: o Economic development programs which are based upon local comparative advantages; o Business retention, development, expansion and recruitment, including internal and external marketing with an outline of specifically targeted markets or industries and priorities to assure best potential return on investment; o Business services portfolio; o Contributions, timelines, and levels of support expected of each partnering entity, to include, but limited to resources such as infrastructure, expertise, and incentives required to assure successful implementation; o Recommended action plan to include goals, timelines, performance measures to assess progress and return on investment; and • Implement the approved economic development strategy, providing written progress reports to the City Supervisor, and quarterly written reports and presentations to the Moscow City Council; and • Support and promotion of existing and future goals and projects of the Moscow Urban Renewal Agency; and • Provide information to the City regarding grant opportunities available to the City and PEP partners for purposes of economic development. Implementation: In collaboration and coordination with the PEP Board and PEP's Institutional Members and LCIC Member, PEP shall meet annually in January of each year to review past annual performance, satisfaction of deliverables and progress toward goals, and to hold a strategic planning session in order to coordinate PEP's activities for the upcoming year. Reporting, Accountability and Evaluation of Performance: As an institutional member of PEP, quarterly progress reports documenting PEP's activities shall be presented to the City Council. Such reports shall describe PEP's activities and performance to date, including satisfaction of deliverables and progress toward established goals, as well as other economic development issues pertinent to the PEP members' mutual interests. PEP's performance in providing membership services shall be reviewed and evaluated by the City on a quarterly basis. Such review and evaluation shall be conducted by the City Supervisor or such other person or persons designated by the City. In the event that the City determines that PEP's performance is not satisfactory, the City shall so inform PEP through its Executive Director and Board, and a plan of improvement shall be agreed upon. Any membership dues owing shall not be suspended during such improvement plan period, but PEP shall have one hundred eighty (180) days during which the plan of improvement shall be implemented. If, after one hundred eighty (180) days PEP has not performed those membership services in conformance with the Goals and Deliverables described herein and such improvement plan, the City may decline to pay further membership dues to PEP. PAGE20F3 ---PAGE BREAK--- Review and evaluation shall be based upon reports submitted to the City by PEP. The form of such reports shall be mutually agreed upon by the City and PEP, and while designed to provide pertinent individualized information to the City, such reports shall be standardized as much as possible among PEP Institutional and LCIC members. Membership Dues: As dues for membership in PEP and in recognition of services rendered by PEP in FY 2016, the City agrees to pay PEP annual membership dues in the amount of Forty Thousand Dollars ($40,000). It is the intent, but not the obligation of the City that its membership in PEP will continue up until September 30, 2019, subject to annual appropriation, and annual dues shall be set by the PEP Board after consultation with its members. In the event that dues are elected to be paid quarterly, payments shall be made within fifteen (15) calendar days upon receipt of an invoice submitted by PEP. Membership: The City shall be entitled to one permanent representative on PEP's Board of Directors. The selection of the City's representative shall be at the sole discretion of the City. Regular meetings: PEP shall meet at least two times each month and send timely notice of and agenda for each meeting to the City's representative on PE's Board of Directors and to the City Clerk.
