RESOLUTION NO. 2009- 20 A RESOLUTION OF THE CITY OF MOSCOW, IDAHO, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, TO PROVIDE SUPPORT TO SOJOURNERS' ALLIANCE, A LOCAL NOT­ FOR-PROFIT ENTITY PROVIDING NEEDED LONG TERM TRANSITIONAL HOUSING TO THE PUBLIC, FOR USE IN REPAIRING WATER DAMAGED RESIDENTIAL UNITS; AND THAT THIS RESOLUTION IS TO BE EFFECTIVE UPON ITS PASSAGE AND APPROVAL. WHEREAS, Sojourners' Alliance is a not-for-profit corporation providing long-term transitional housing to members of the public in need of such services; and WHEREAS, Sojourners' Alliance obtains the majority of its operational funding from the United States Department of Housing and Urban Development and the Idaho Housing and Finance Association, as well as from local grants and donations; and WHEREAS, Sojoumers' Alliance operates nine residential housing units m Moscow, m five buildings, providing services to families, women and men; and WHEREAS, two of Sojoumer Alliance's residential units, representing approximately 37% of their entire housing inventory and approximately 50% of its available family housing, have sustained water damage from long-term exposure to leaks from faulty shower fixtures; and WHEREAS, such water damage has rendered one of the residential units uninhabitable and the other unit without serviceable shower facilities; and WHEREAS, Sojourners' Alliance has obtained three bids for repair services which range from $22,000 to $30,000; and WHEREAS, Sojoumers' Alliance requested and ultimately was granted a $10,000 match grant for repairs from the Home Partnership Foundation of the Idaho Housing and Finance Association; and WHEREAS, Sojourners' Alliance has applied to the City for funding to additionally facilitate such repairs; and WHEREAS, the Council has approved funding in its annual budget for "Affordable Housing Projects" and has determined that using such funding for the Sojourners' Alliance repairs is consistent with the purposes of such funding. NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Moscow, Idaho as follows: 1. That Sojourners' Alliance provides much-needed services to the public in the form of long tem1 transitional housing opportunities. 2. That the damage sustained to the residential units operated by Sojourners' Alliance has caused a significant reduction in resources to assist families and individuals seeking long term transitional housing. 3. That the damage sustained to the residential units operated by Sojoumers' Alliance constitutes an emergency which has reduced transitional housing resources to the public. That the residential units operated and maintained by Sojourners' Alliance fits within the City's definition of affordable housing. 5. That the "Affordable Housing Projects" line item in the City's budget would be an appropriate source of funding for such repairs. 6. That funding is approved in the amount of $15,000 to assist Sojourners' in making necessary repairs, said funds to be administered by the Community Development Director, subject to appropriate assurances that such funding is utilized in accordance with this approval. 7. That additional funding is approved in an amount not to exceed $10,000 for such purposes, said funds to be administered by the Community Development Director subject to the approval of the City Supervisor, to be utilized in accordance with this approval.
