RESOLUTION NO. 91-12 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, ENDORSING THE PARADISE CREEK ADOPT-A­ STREAM PROJECT; PROVIDING FOR THIS RESOLUTION TO BE IN FULL FORCE AND EFFECT UPON ITS PASSAGE AND APPROVAL. WHEREAS, Paradise Creek flows through and drains Moscow, and WHEREAS, Paradise Creek has experienced degradation from point and non-point source pollutants, and WHEREAS, Paradise Creek has been determined to be an asset by the City's Comprehensive Plan, and WHEREAS, Moscow Parks and Recreation Commission's Comprehensive Plan includes the improvement and recreational development of Paradise Creek through Moscow, and WHEREAS, the Idaho Division of Environmental Quality Adopt-a-Stream Program has received $60,000 from the US Environmental Protection Agency for distribution to local organizations to improve water quality within the state, and WHEREAS, the Palouse-Clearwater Environmental Institute of Moscow has submitted an application to DEQ and has been awarded $10,018 for an Adopt-a-Stream program with the purpose of involving citizens in improving the quality of Paradise Creek, and WHEREAS, the Paradise Creek Adopt-a-stream project is a multiple part project including: water quality monitoring, biological surveying, stream revegetation, stream clean-up, fish habitat improvement, storm drain marking, stream walks, greenbelt planning, brochures, slide shows and signs, and WHEREAS, the Paradise Creek Adopt-a-Stream project is endorsed by over 30 area organizations, agencies, and schools including: the Moscow Health and Environment Commission, the Moscow Department of Public Works, and the Moscow Department of Parks and Recreation, and the Moscow Chamber of commerce, and WHEREAS, the Paradise creek Adopt-a-Stream project involves volunteers from an additional 30 communities in the aforementioned project areas. ---PAGE BREAK--- NOW THEREFORE BE IT RESOLVED that the City of Moscow endorses the Paradise Creek Adopt-a-Stream project and encourages the City's residents to participate in the on­ going aspects of the project to improve the quality of Paradise Creek.
