RESOLUTION NO. 2000-15 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, AMENDING RESOLUTION 94-11 ADOPTED BY THE MAYOR AND CITY COUNCIL JUNE 6, 1994 STATING THE POLICY OF THE CITY FOR PROVIDING FINANCIAL SUPPORT THROUGH BUDGET APPROPRIATIONS TO OUTSIDE ORGANIZATIONS AND AGENCIES FOR CONTRACTED PROGRAMS AND SERVICES TO THE COMMUNITY; PROVIDING THIS RESOLUTION BE EFFECTIVE UPON ITS PASSAGE AND APPROVAL WHEREAS, on June 6, 1994. the Mayor and City Council approved Resolution 94-11 stating the policy of the City for providing financial support to outside organizations and agencies for contracted programs and services to the community and adopting an effective date; and WHEREAS, the City of Moscow recognizes that certain services can be more effectively provided by contracting with outside organizations and agencies; and WHEREAS, activities and special events that will benefit the residents of the community should be considered for funding. NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Moscow as follows: 1. Entities requesting funding consideration must meet at least one of the followmg three cntena: a. An activity which requires seed money for a single event and occurs w1thm one budget year: b. An activity which has the potential of becoming self-sufficient. This type of activity could be one just starting which has an obvious funding need and which has a constituency that appears to have the potential of financially supporting the activity within a short period of time. An example is a three year grant which declines annually such that in the fourth year no further funding would be provided; c. An activity which provides a specific, on-going service to the City that would be granted and contracted with the idea that this contract would continue for an extended period of time. 2. An outside organization or agency shall submit their request for funding consideration on a form prepared by the City. Such request must be submitted to the City Clerk prior to October 1" of each year. Council will hear individual presentations in order to evaluate each proposal. Council will make final funding decisions by November 30th of each year. 3. Those entities which have secured a grant through this process will complete and sign a statement indicating that, as a condition of accepting these funds, they will comply with all City policies regarding nondiscrimination and in addition, will submit an accounting of how funds were distributed. This accounting will be submitted to the City Clerk prior to May 1" of each calendar year. Failure to do so may eliminate the entity from future grant consideration. Resolution 2000-
