Almon Street, Moscow, Idaho 83843 Dear Mr. Baird: The city of Moscow may be conducting an environmental site assessment on property owned by Rehistoric Wood Products, LLC, located at 103 N. Almon Street, Moscow, Latah County, Idaho 83843. The property is approximately 1.78 Acres in size and is zoned Industrial. The site is located at latitude 46.733912 North and longitude -117.004299 West. The property was /has been used as a pea and lentil processing mill and warehouse since it was constructed in the 1930s. Prior to the 1930s the property was used as a pea and grain warehouse, owned by Washburn-Wilson Seed Co. in 1928 and E. Grice Grain Warehouse in 1909. The farm store building was constructed around 1938 and the pea and lentil processing mill was constructed around 1946. According to the Sanborn maps, the railroad was constructed between 1950 and 1963, as were the other buildings currently located on the property. The site structure is currently being deconstructed. There are no occupants residing at the site. The subject property was formerly a pea and lentil processing mill and storage facility known as Dumas Seed. The facility has been closed for business and operation since July 2006, and is currently being deconstructed by the current owners. A brick structure and brick chimney may remain on the subject property subject to structure inspections. The property owners, upon completion of the deconstruction, plan to sell the property. The city of Moscow’s contractor will conduct an environmental site assessment to determine the extent of soil, ground water and surface water contamination with past practices at the site. The environmental site assessment will consist of surface and subsurface soil samples as well as ground water and surface water sample collection and analysis. These samples are typically collected by advancing soil borings (1 to 3 inches in diameter) using a drill rig or a direct push technology from a depth of 2 inches to the ground water table (approximately 15 feet below ground surface [bgs]). No large scale excavations are anticipated. The city of Moscow is requesting a determination letter as to whether or not there are any historic concerns the THPO might have with regard to this site location.
