TASK ORDER NO. 3 Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MOSCOW, IDAHO AND HDR ENGINEERING, INC. This Task Order is made thisL day of February, 2017, and entered into by and between the City of Moscow, a municipal corporation of the State of Idaho (hereinafter "City"), and accepted by HOR Engineering, Inc. (hereinafter "Engineer"), pursuant to the mutual promises, covenant and conditions contained in the Master Agreement between the above mentioned parties dated August 30, 2016. The Project Name for this Task Order No. 3 is as follows: CITY OF MOSCOW Gateway Apartment Complex Fire Flow Analysis PROJECT UNDERSTANDING A new development, the Gateway Apartment Complex, is being constructed east of the intersection of South Main Street and West Sweet Avenue. The complex is proposing a dead-end water main system to provide fire hydrant and fire sprinkler flows for the development. It is City's objective to determine if the proposed system will provide adequate fire flows. SCOPE OF WORK The Scope of Work for this task order is described below. Task 1: Project Management Provide management of the task order. Specific sub-tasks: • Organize and manage the task order team. • Coordinate with City project manager. • Prepare invoices and progress reports Deliverables: invoices and progress reports by email in PDF format. Task 2: Hydraulic Modeling, Analysis, and Technical Memorandum Conduct hydraulic modeling and analysis of the proposed apartment complex system. This will be comprised of steady state (SS), fire flow simulations to identify the available fire flow at key points in the apartment complex's system. The available fire flow will be determined for the three hydrants proposed for the site and for the five different building fire water connections for the site. The results of the analysis will be summarized into a technical memorandum and discussed with the City. Deliverables: Draft and Final Technical Memoranda, in PDF. The Draft Technical Memorandum will be submitted to City by March 7, 2017. If revisions are required, a Final Technical Memorandum will be submitted to City within one week ofreceiving comments. 2) City's current hydraulic model, as maintained by HOR, will be used for analysis. No updating or calibration of the hydraulic model is required. 3) The analysis will utilize the system-wide projected water demands currently in the model for 2015 (as developed in demand forecast for the 2012 Water System Plan). 4) The model will reflect the current water system configuration and will not incorporate future planned CIP projects. This assumes that Well 9 is in operation but not Well 10. 5) The available fire flow at key hydrants near the Gateway Apartment Complex will be determined while meeting design criteria throughout the distribution system: a. DEQ requirements for minimum pressure throughout the water system = 20 psi during fire flow events b. Maximum pipe velocity of 10 ft/s c. Operational, equalizing, and fire suppression storage depleted in reservoirs. 6) Domestic and fire sprinkler system demands for the Gateway Apartment Complex (on a building specific basis), as provided by City, will be incorporated into the model. 7) Available fire flow will be based on ground elevation. No corrections will be made for piping located below/above ground. 8) City will provide necessary information to complete the task (including, but not limited to, the Gateway Apartment Complex's piping and grading plans). 9) No in-person meetings between HOR and City staff will be required to complete this task order. TIME OF COMPLETION and COMPENSATION SCHEDULE The following schedule is based on a Notice to Proceed (NTP) from the City by March 1, 2017 and resulting in completion by middle of March 2017. A NTP issued on a different date will change the schedule accordingly. Any and all travel will only be reimbursed if pre approved by the Project Manager, and only per the City Travel Policy. Reimbursable expenses will be paid at cost and only if pre-approved by the Project Manager, and accompanied by an itemized receipt. Any travel and/or reimbursables paid will be paid as part of the Not-To Exceed Task Order Total per the Compensation and Completion Schedule above.
