RESOLUTION NO. 99-18 WHEREAS, the community policing philosophy promotes the principles and strategies of partnerships, problem-solving, prevention. and organization change to effectively respond to crime, fear of crime and community quality of life issues; and WHEREAS, the Public Safety Partnerships and Community Policing Act of 1994 charged the US Department of Justice, Office of Community Oriented Policing Services ("COPS") with the implementation of the Act: and WHEREAS, the COPS Office provides various choices for funding grants, cooperative agreements, training, technical assistance, equipment, applied research and other services to implement the Act; and WHEREAS, the COPS Office created a network of Regional Community Policing Institutes ("RCPI") across the nation to provide training and other services related to the Act; and WHEREAS, the Western Regional Institute for Community Oriented Public Safety ("WRJCOPS") is a unique partnership of law enforcement, community, local government, higher education and the criminal justice training community and was created under the RCPI program to serve the five-state region of Idaho, Montana, South Dakota, Washington and Wyoming; and WHEREAS, WRICOPS has provided significant services related to training, technical assistance and applied research to further institutionalize the principles and philosophy of community policing in the five-state region; and WHEREAS, significant progress has been made towards the integration of the community policing philosophy in agencies throughout the nation enhancing public safety and quality of life in our communities; and WHEREAS, the Act will sunset in Fiscal Year 2000; and WHEREAS, successful strategies and programs that have been implemented risk elimination due to the depletion of funding assistance; and WHEREAS, while much has been accomplished, there is much more work that must be completed. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF MOSCOW AS FOLLOWS That the Moscow City Council supports continued and ongoing federal funding assistance that provides recipient agency choices for community policing technology, training, research, technical assistance, personnel, and/or funding for retention of previously funded personnel; and BE IT FURTHER RESOLVED that the Moscow City Council strongly supports the continued federal funding assistance of the RCPI program.
