April 16, 2003 MR JIM KIMBALL KIMBALL ENGINEERING PA 570 WEST HAYDEN A VENUE HAYEN ID 83835 RE: Effluent Filtration Notice to Proceed Dear Mr. Kimball: APR 1 8 2003 This letter provides written "Notice to Proceed" pending final execution of Agreement For Professional Services Identifying a Preferred Alternative for Effluent Filtration at the Moscow Wastewater Treatment Plant, between City of Moscow, Idaho and Kimball Engineering, P.A. This Notice authorizes Kimball Engineering sufficient funding for beginning work on the Scope of Work (EXHIBIT A) attached. At this time the City is authorizing work specified in Task !A of EXHIBIT A for a price not to exceed ten thousand dollars 0,000) until such time as the final Agreement is executed by Kimhall Engineering and countersigned hy the City of Moscow, Idaho. We anticipate final approval of the Agreement to be authorized by 5:00PM Pacific Time, May 2, 2003. By signing this "Notice to Proceed", Kimball Engineering affirms that final Agreement is likely and further agrees to proceed according to elements and obligations defined in Task lA, EXHIBIT A attached. We are anxious to begin work on this project. Please sign both copies and return them for City signature. We will provide a signed copy for your records following our signature. After the alternatives have been agreed upon·a more detailed analysis of the alternatives will be undertaken. A decision tree will be developed to compare and analyze the specific alternatives identified in Task 2. Decision tree elements could include current and future regulatory requirements, future options for use of effluent direct injection, etc.), capital and O&M costs, impacts to existing plant sludge dewatering, return flow impacts, etc.), impacts of other pending effluent limits temperature, DO), and suitability to Moscow treatment process and influent quality and variability. The output of this will be the second Teclmical Memorandwn. The preferred alternative will be identified in this task. Consultant shall provide a copy of the Technical Memorandum to IDEQ for review and comment following Partners' approval. Based on IDEQ, Moscow, and U of! response, Consultant will identify a preferred alternative for Partners. If there is a significant difference, separate costs for filtration systems for compliance with phosphorus removal versus reuse will be identified for Partners. 4 Final Project Report and Schedule Consultant Product(s). Final project report. The preferred alternative will be further described and a more complete cost estimate prepared. It is anticipated that project products will be included with appropriate project narrative supplied by the Consultant. The final project report will be of sufficient quality necessary for regulatory grant funding submittal. The following schedule assumes Notice to Proceed by April l 5, 2003.
