RESOLUTION NO. 92-05 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF IDAHO, REVISING AND REPLACING RESOLUTION NO. 84-23; PROVIDING FOR THE CREATION OF A COMMITTEE WHICH WILL EVALUATE ALL TECHNICAL CODES OF THE CITY OF MOSCOW AND ACT IN AN ADVISORY CAP AOTY TO THE ADMINISTRATIVE COMMITTEE AND STAFF OF THE CITY OF MOSCOW; PROVIDING THAT THE MEMBERS OF THIS COMMITTEE SHALL BE APPOINTED BY THE MAYOR SUBJECT TO THE APPROVAL OF THE CITY COUNCIL; PRESCRIBING THE NUMBER OF MEMBERS OF THE COMMITTEE; PRESCRIBING STAGGERED TERMS OF COMMITTEE APPOINTMENT; PROVIDING QUORUM VOTING REQUIREMENTS OF THE COMMITTEE; PROVIDING THAT THIS RESOLUTION SHALL BE IN EFFECT UPON ITS PASS AGE. WHEREAS, the City Council deems that it is in the interest of the City to establish a committee which shall advise the Administrative Committee of the City Council relating to technical codes to be adopted by the City; NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF MOSCOW AS FOLLOWS: Section 1. That a committee is hereby established to be known as the "Building Code Advisory Committee". Section 2. Said Committee shall evaluate all technical codes which come before the City including, but not limited to: building, electrical, plumbing, mechanical, fire and life safety codes. Section 3. Members of said committee shall advise the Administrative Committee and/or City staff, as requested, on the application or intent of adopted codes to measure their practicality, usefulness and cost effectiveness to the citizens of the City of Moscow. Section 4. Members of said committee shall be appointed by the Mayor subject to the approval of the City Council. Section 5. The Committee shall be comprised of nine members who shall be appointed for three year terms; provided; that initially three (3)members of the committee shall be appointed for a one year term, three ---PAGE BREAK--- members shall be appointed for a two year term, and the remaining three committee members shall be appointed for a three year term. Upon expiration of the terms described above, the appointees to the positions held by the shorter terms shall thereafter be appointed for the full three year appointment. Section 6. It shall require that six members of the committee shall be necessary to constitute a quorum. Voting shall be by majority of the quorum. Section 7. This resolution shall be in full force and effect upon its passage. PASSED by the City Council and APPROVED by the Mayor this 6th day of April 1992. ATTEST: Nick Crookston, Acting Mayor
