TASKORDERN0.2 Pursuant to the MASTER AGREEME T FOR PROFESSIONAL SERVICES BETWEE CITY OF MOSCOW, IDAHO AND RIEDESEL E GINEERING, INC. This Task Order is made this n_ day of t.u\.L , 2016, and entered into by and between the City of Moscow, a municipal corporation of the State of Idaho (hereinafter "City"), and accepted by Riedesel Engineering, Inc. (hereinafter "Engineer"), pursuant to the mutual promises, covenant and conditions contained in the Master Agreement (Category Construction Management and Inspection) between the above mentioned parties dated February 1, 2016. The Project Name for this Task Order No. 2 is as follows: CITY OF MOSCOW THIRD STREET-POLK TO HAYES RECONSTRUCTION-2016 PROJECT UNDERSTANDING The project consists of storm drainage, waterline, sanitary sewer repairs, and street improvements on Third Street between Polk Street and Hayes Street in Moscow. The project is funded with City funds. This scope of work is for the construction administration and inspection for the project. The scope of work assumes that the construction contract for the Third Street Project will be fifty five (55) working days (weekdays including the 4th of July, no weekends) for the base bid. If the Add Alternate is awarded, additional scope and fees will be negotiated. It is assumed the City of Moscow will be filing stormwater EPA Notice oflntent and Notice of Termination, and Riedesel will provide SW PPP inspecti?ns. SCOPE OF WORK Construction Administration The objective of this task is to provide construction management for the project. The "Construction Administration' phase shall include the following work tasks: I .l Pre-Construction Conference. Schedule and coordinate pre-construction conference to be held with the Engineer, City, Contractor sub-contractor , utility providers and other interested parties, prior to starting construction work. Prepare agenda and materials for the meeti11g and take minutes for the meeting record. 1.2 Pre-Construction Video Log. Schedule, coordinate and complete video logs of the exterior buildings and infrastructure prior to construction (to be completed by City or Contractor if required). Prepare a submittal log, review the necessary quality control plans, shop and working drawings tests, samples and other submissions of the Contractor for conformance with the design concept of the project, and for compliance with the specifications given in the contract documents. Forward design specific shop drawings (as needed) to the City for their review. One copy of detailed shop drawings, manufacturer's specifications, operation and maintenance instructions, etc., as secured from the Contractor, to be furnished to the City for their files. 1.4 Bi-weekly Meetings. Attend up to eight (assuming fifty five [55) working days contract time) bi-weekly construction progress meetings with the Contractors and the City. The weekly meeting will be attended by the project manager, on-site construction observation personnel, Contractor superintendent, City staff, and sub-Contractors as required by the Engineer. The meetings will be held in a public forum so that interested parties may be able to attend. Prepare agenda and take notes for project files and reference. l .5 Review Contractor's construction schedule and coordinate schedule with the City. 1.6 Quality Assurance Testing Coordination. If a dispute arises and a need for third party material testing is required the fees associated with the quality assmance testing will be negotiated under a separate agreement. 1.7 Public Outreach. During construction the public will be kept informed through a number of outlets. The following sub-tasks will be completed: a. Press Releases. The City will prepare weekly press information during the project to convey construction schedule on the City website. No work is anticipated by Riedesel for this item. b. Property Owner Meetings. Schedule and meet with residents on an individual basis during the project to review the Contractor's schedule (time is included with Daily inspection). c. City Council Meetings. Attend up to two City Council regular meetings to update them on the progress of the project, if required. L .8 Construction Survey. Provide construction staking and coordination with the Contractor. Construction staking will be completed one time for each item and is limited to the following: Set structure alignment stakes/offsets for storm drainage system; Set alignment and hydrant locations for waterlines; Curb Stakes at transition, radii, PI's; TASK ORDER NO. 2; STREET - POLK TO HA YES RECON TRUCTION RrEDESEL ENGINEERJNG, INC. PAGE 20F 5 ---PAGE BREAK--- Subgrade, top of base, and top of gravel blue tops at fifty foot (50') intervals and twenty five foot (25') intervals at intersections· Driveway and ADA approach locations (station/offset); and Reference existing monuments, set pk nails with straddles for Contractor setting of monument case and brass cap, and then set and punch brass cap. 1.9 On-Site Observation. Construction Observation I Inspector Diaries - Riedesel will provide an on-site construction observation technician for an estimated fifty five (55) total working days at eight hours per day on a day-to-day basis, to act as an agent for the City. Daily reports will be prepared to record the Contractor's hours on the site, weather conditions, data relative to questions of change orders, field orders, or changed conditions, site visitors, daily activities, decisions, and observations in general. Any omissions, substitutions, defects and deficiencies in the work of the Contractor will be identified and documented with recommendations reported to the City. Photo documentation of construction activities will be completed throughout construction. Pay quantities and quantity measurements will be checked for accuracy. Riedesel project manager and Engineer will provide in-field observation and assessments for specific items that occur during construction. Construction Observation Assumptions: Project constructed over fifty five (55) days (Contractor Activities in the field); One inspector would be present daily at an average of eight hours per day; Additional inspection needs are assumed during multiple crew work by the Contractor and during longer working days. Jt is assumed that four hours per day over twenty (20) working days will require an additional inspector. The City of Moscow Public Works Department will provide an inspector for additional inspection needs; The Riedesel Project Manager assumed to provide miscellaneous inspections at five hours per week; and Weekend/Night, it is assumed that there will be thitty (30) how-s of night/weekend work included in the project. Any work over that amount will be included in a separate phase under a time and material reimbursement. The required hours for night and weekend work are dependent on the Contractor and unknown at this time. 1.10 Utility Coordination. Coordinate construction activities with utility providers, informing them of the schedule and upcoming Contractor activities. 1.11 Change Orders. Develop, prepare and submit to the City, change orders or supplemental agreements for the City's consideration, within the original Scope of Work (assume four change orders). Determine, each month, the amount of work performed on the Project by the Contractor and prepare estimates of the amount of payment due to the Contractor (assume four 1.13 Certificate of Substantial Completion. Conduct an inspection after notice from the Contractor that the entire work is ready for its intended use in the company of the City and Contractor to determine if the work is Substantially Complete. Riedesel will assist in preparing "Punch List" items. Prepare and deliver a certificate of substantial completion to the Contractor. 1.14 Final Inspection. Pa1ticipate in a final inspection, with representatives from the City, to determine if the completed work by the Contractor is acceptable so that City may recommend in writing, final payment to the Contractor. Riedesel will also provide a notice that the work is acceptable to the best of their knowledge, information and belief based on the extent of the services provided under this Agreement. 1.15 Project Closeout Documents. Organize and assemble project closeout documents, summary of test results, construction photos and a project construction summary memo. 1.16 As-Constructed Plans. Riede el will prepare and transmit to the City, a set of red­ marked plans depicting changes to the original plans. A post-construction survey will not be completed. 1.17 Project Administration. Administer the project and assist the City in maintaining the project schedule fiscal requirements, assurances, paperwork and general requirements of the project. Provide administration of the construction contract as provided in the General Conditions of the Contract Documents and Specifications. Additional Inspection Days If additional inspection days are needed due to award of the Add alternate, additional work added to the project by change order, or due to the Contractor working beyond their contract working days, a baseline cost for this work is estimated below: Project Inspector /Engineer: Miscellaneous Construction Administration: Estimated Daily Average Cost for additional days: LABOR ESTIMATE 8 hours at $80 = $640 2 hours at $120 = $240 $880 per day The Not-To-Exceed amount to complete all services listed above for this Task Order No. 2 is eighty eight thousand eight hundred ninety five and 20/100 dollars ($88,895.20). PAGE4 OF 5 ---PAGE BREAK--- rates. Any and all travel will only be reimbursed if pre-approved by the Project Manager, and only per the City of Moscow Travel Policy. Reimbursable expenses will be paid at cost and only if pre­ approved by the Project Manager, and accompanied by an itemized receipt. Any travel and/or reimbursables paid will be paid as part of the Not-To-Exceed Task Order Total per the Consultant Fee Determination.
