RESOLUTION NO. 2006- 19 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, ESTABLISHING A SPECIFIC CITY LIVING I MINIMUM WAGE PURSUANT TO RESOLUTION 2006-18 OF TEN DOLLARS TWENTY FIVE CENTS ($10.25) PER HOUR; PROVIDING THIS RESOLUTION TO BE EFFECTIVE UPON ITS PASSAGE AND APPROVAL. WHEREAS, it is beneficial to the health and welfare of all citizens of Moscow that all full time City employees are paid a wage which enables them to live above poverty within our community; and WHEREAS, payment of inadequate compensation tends to negatively affect the quality of services to the public by fostering high turnover and instability in the workplace; and WHEREAS, establishing a living I minimum wage for those who contract with the City reduces the likelihood that tax dollars will unintentionally adversely impact the wages of working families within the community; and WHEREAS, a number of studies have shown that establishment of a living I minimum wage within a community has little, if any, negative impact on the cost of doing business within that community; and WHEREAS, the Council believes that establishing a living I minimum wage is an effective use of the tax dollars and of the public trust; and WHEREAS, it is not the intention of this Council to direct or dictate business practices of private entities but rather to set an example of paying a reasonable living I minimum wage to ensure that employees can afford to live in our community; and WHEREAS, the City Council believes that establishing such living I minimum wage will not have adverse impact on area employers or on persons or businesses who contract with the City; and WHEREAS, the City has studied the employment market area and has evaluated positions, wages, and salaries of workers by establishing a City job kinds and levels structure and a target market wage for the City; and WHEREAS, wages established through empirical studies conducted on behalf of the City, have been a result of a full examination of local living expenses, wages, job opportunities, and the market area; and WHEREAS, the living examination; and RESOLLTrO:\ 2006 19 m1mmum wage established herein reflects such studies and Ml",]\H'\1 WNll PAGEl Or 2 ---PAGE BREAK--- WHEREAS, the City believes that it has adequate resources to pay an appropriate, fair and equitable living I minimum wage; NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Moscow, Idaho as follows: 1.
