RESOLUTION NO. 2010-03 WHEREAS, in its commitment to maintaining the best prepared and most effective military in the world, the Congress of the United States has supported investment in the new F-35 Lightning II fighter jet, and WHEREAS, the F-35 fighter jet was developed by Lockheed Martin for use by the United States Air Force, Navy and Marine Corps, and WHEREAS, the United States Air Force has had a presence in Idaho for more than 56 years, and WHEREAS, it has come to our attention that Mountain Home Air Force Base is on the short list of possible locations for operations associated with that aircraft, and WHEREAS Gowen Field in Boise is on the short list of possible locations for training associated with that aircraft, and WHEREAS, each of those Idaho facilities has the capacity to support at least three squadrons, including runway space, ramp space, maintenance and hangar bays, and housing for personnel, and WHEREAS, southern Idaho's climate typically affords approximately 321 tlying days each year, and WHEREAS, Gowen Field and Mountain Home Air Force Base benefit from unhindered air space, and WHEREAS, adjacent communities have helped protect that space through proactive land use regulations, and WHEREAS, according to Idaho Governor C.L. ''Butch" Otter, combining those missions at those locations would provide "a tremendous advantage to the Air Force in terms of air space, weather, costs, proximity and enthusiastic citizen support for military missions here in Idaho,'' and WHEREAS, it is anticipated that having the home base for F-35 training and operations in Idaho would boost the State's struggling economy by approximately $28 annually, and WHEREAS, although the City of Moscow would be unlikely to benefit directly from that decision, indirect benefits to all cities in Idaho and to our Nation as a whole are likely, and WHEREAS, this topic was presented to attendees of the Association of Idaho Cities meeting in Boise on January 28, 2010, and Resolution 2010-03 F-35 F cbruary I. 20 10 Page I of2 ---PAGE BREAK--- NOW, THEREFORE, BE IT RESOLVED by the Mayor and Members of the City Council of the City of Moscow, Idaho that we support establishing the training and operations for the new F-35 fighter jet program in Boise and Mountain Home, respectively, and that we urge the United States Air Force to select Idaho for those purposes.
