RESOLUTION 2009-23 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, AUTHORIZING THE ADOPTION OF THE UPDATE TO THE CITY OF MOSCOW COMPREHENSIVE PLAN; PROVIDING THAT THIS RESOLUTION BE IN EFFECT UPON ITS PASSAGE, APPROVAL, AND PUBLICATION ACCORDING TO LAW. WHEREAS, the last complete edition of the Moscow Comprehensive Plan was adopted by the Moscow City Council by resolution on October 7'1\ 1985; and WHEREAS, the Planning and Zoning Commission and City Council completed pmiial updates to various sections of the City of Moscow Comprehensive Plan during the period between March 25, 1992 and September 9, 1996; and WHEREAS, the City Council adopted all of the pmiial updates that had occurred between March 25, 1992 and September 9t1\ 1996, as well as additional partial updates that were considered subsequent to September 9t'\ 1996 as a complete update to the City of Moscow Comprehensive Plan on June 1999; and WHEREAS, the physical and cultural environment and economic conditions in the City of Moscow have changed since the adoption of the partial and complete update to the Comprehensive Plan; and WHEREAS, the periodic updating of the data in the Plan is necessary in order that the goals, objectives, and policies may be properly evaluated and revised in consideration of changed local conditions and community desires; and WHEREAS, the Moscow City Council Identified updating the City of Moscow Comprehensive Plan as a Council Goal in 2005; and WHEREAS, in order to adopt an overall planning philosophy that reflects the citizens' goals for the future of the City of Moscow and will meet the requirements of Idaho's Local Land Use Planning Act of 1975, it is the City of Moscow's intention to maximize public participation in the planning process; and WHEREAS, the City began the process of updating the City of Moscow Comprehensive Plan in March of2007; and WHEREAS, in order to facilitate public participation the City conducted 45 public meetings including neighborhood meetings, community meetings, open house meetings and other public meetings; and WHEREAS, in order to ensure the updated Plan reflected the community's vision the Mayor and Council appointed a 23 member Steering Committee which included representatives of the Mayor and City Council, City of Moscow Commissions, the Moscow Civic Association, the Greater Moscow Alliance, the Moscow Chamber of Commerce, the University of Idaho, Gritman Medical Center, the Moscow School District, Latah County, and citizens at-large which Resolution 2009-23 Adopting Revbcd Comprehensive Plan 2009 Page I of2 ---PAGE BREAK--- held 15 meetings over the course of the update process to oversee the updating of the Comprehensive Plan and the associated text, goals, objectives, implementation actions, and all associated maps and exhibits; and WHEREAS, the preliminary draft of the update to the Plan was presented to the public for review and comment during a public meeting on March 20111, 2008; and WHEREAS, the final draft of the update to the Plan was presented to the City Council and Planning and Zoning Commission during their joint meeting of March 1 1th, 2009; and WHEREAS, the final draft of the update to the Plan was presented to the public for review and comment during a public meetings held on Ap1i1 2 1 stand 23rd, 2009; and WHEREAS, pursuant to Idaho Code Section 67-6509, the Planning and Zoning Commission conducted a duly advertised Public Hearing to consider the proposed update to the City of Moscow Comprehensive Plan on October 28th, 2009, and upon consideration of the testimony presented, unanimously moved to forward a recommendation of approval of the proposed update to the City of Moscow Comprehensive Plan with two minor revisions to the City Council; and WHEREAS, pursuant to Idaho Code Section 67-6509, the City Council conducted a duly advertised Public Hearing to consider the proposed update to the City of Moscow Comprehensive Plan on December ih, 2009 and upon consideration of the testimony presented, unanimously moved to adopt the proposed update to the City of Moscow Comprehensive Plan with minor revisions; NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council, sitting as the governing board for the City of Moscow, Idaho that the proposed update to the City of Moscow Comprehensive Plan be adopted, with the amendments as noted in the motion of approval, as a complete update to the City of Moscow Comprehensive Plan, and that at least three copies of this document shall remain on file at City Hall for public inspection.
