City will make available for Consultant's use, existing aerial photogrammetric data for each of the sites we are to evaluate and all adjoining parcels. Data would include items such as site boundary, easements, street frontage ROW, site utilities, existing traffic data, topography at one foot (1 contour interval, existing zoning and ownership names. No actual field survey work is assumed. 2. City will secure access rights from each of the property owners for Consultant's staff to perform site evaluations. 3. Site evaluation is anticipated to be conducted in a three- tiered process. Evaluation criteria will be developed for each level of the assessment process and will include increased level of detail for each subsequent assessment level as follows: a. Level 1 assessment will include a collective review by City and WHPacific staff of potential candidate sites based upon basic physical site characteristics such as property size, proximity to existing transit service functions and access to public streets. Up to five sites will be selected to continue to Level 2. b. Level 2 assessment will include an evaluation of the candidate sites against the Level 2 Criteria including a more detailed review of site proximity to existing transit services, proximity to transit service users, economic development/redevelopment catalyst potential, physical site development opportunity, and other criteria. One or two sites will be selected to continue to Level 3. c. Level 3 assessment will include an evaluation against the Level 3 Evaluation Criteria including a preliminary traffic impact and circulation assessment, schematic facility site design and preliminary facility development cost estimates. The Level 3 assessment will support the selection of the preferred site to proceed to 4. City will perform all coordination and announcements with the project Technical Advisory Committee and in securing public and student involvement during the course of the project. Each key stakeholder will have one representative who will have the authority to provide data, input and make final decisions. EXHIBIT lTC PAGEIOF5 ---PAGE BREAK--- 5. Meetings - It is assumed that there will be Technical Advisory Committee workshops, public "open house" meetings and City Council briefings/presentations. The final project presentation will be a joint TAC and Council meeting. Additional meetings and/or presentations will be perfom1ed on a Time and Materials basis when authorized in advance. To reduce travel expenses the Team will look for ways of consolidating the public Open House meetings, the Technical Advisory Committee workshops, and the City Council briefings/presentations. Four meeting trips are budgeted. 6. This Scope Of Work is for Phase I; site assessment, selection, preliminary concept design and cost estimates. It is assumed to be completed within an approximate six- ( 6) month period from receiving written Notice to Proceed from City. 7. There are no environmental assessments and/or filings required to be performed during Phase I. 8. Grant applications for additional funding will be prepared by City. SCOPE OF WORK: Task 1.0- Base Data and Technical Advisory Committee Interviews 1.1 Perform Kick-off meeting with City staff, Technical Advisory Committee and project team to exchange base data, previous studies and reports. At this meeting we will review the Scope Of Work, project schedule, roles, responsibilities and expectations of all parties. 1.2 WHPacific and Design West Team will obtain electronically from City available site data including existing aerial photogrammetry, site topography and boundary surveys, existing utilities, easements, rights of way, zoning, development ordinances, etc. 1.3 WHPacific and Design West Team will conduct information gathering during the kick-off meeting of key Technical Advisory Committee members to secure their site amenity, transit and building programming needs, systems and spatial relationships. Total of seven ( 7) key entities will be documented, with focus on four primary entities are budgeted. Deliverable: Technical Memo Meeting Minutes of Kick-off meeting with the Technical Advisory Committee. Meeting/Presentations: Technical Advisory Committee meeting #1 Task 2.0 -Program Analysis EXHIBIT lTC PAGE2 OF 5 ---PAGE BREAK--- 2. I WHPacific and Design West Team will complete a of each of the key facility stakeholder's desired program elements, special needs, transit vehicles planned, trip data and desired site characteristics and requirements. 2.2 Consultant will consolidate their site amenity, transit and building components and summarize the groups desired site selection criteria. WHPacific shall prepare the Level 1, 2, and 3 Site criteria and prepare a graphic scoring matrix for each assessment level. 2.3 WHPacific and City shall collectively identify potential candidate sites and complete the Level 1 Assessment utilizing the approved criteria upon all identified sites. 2.4 WHPacific and Design West Team will prepare display boards and other meeting materials and attend a Public Open House meeting to introduce the project and solicit public comment upon site selection and facility components. 2. 5 WHPacific and Design West Team will deliver a project briefing to the City Council Deliverable: Technical Memo Summary of combined site amenity, transit and building program needs; site selection criteria and scoring matrix for Level 1, 2, and 3 Assessment. Meeting/Presentations: Public Open House City Council project briefing #1 Task 3.0- Technical Advisory Committee Workshop 3.1 Present Technical Memo #2 to the project Technical Advisory Committee prior to the workshop for their review and preparation of the meeting. 3.2 The Team will share with Technical Advisory Committee the various common and individual site amenities, transit and building program needs to secure concurrence. The potential site selection criteria and graphic matrix will be presented for concurrence and approval. 3.3 Review the list of potential sites and Level 1 Assessment and secure initial impressions with Technical Advisory Committee of sites to proceed to Level2. Deliverable: Technical Memo Documentation of the workshop and decisions made regarding group approved site amenity, transit and building program elements, and prioritized siting criteria. Meeting/Presentations: Technical Advisory Committee Meeting #2 Task 4.0 - Site Analysis and Site Evaluations 4.1 WHPacific and Design West Team will conduct the Level2 Assessment of up to five sites using the criteria determined in the Technical Advisory Committee workshop. Site documentation is expected to be at a scale of 1" = 40'. Existing EXHIBIT ITC PAGE30F5 ---PAGE BREAK--- features to be analyzed include such items as parcel size, topography, existing structures, drainage, utility service, adjacent land uses, zoning, street frontage and access. Two candidate sites will be selected to continue to the Level 3 Assessment. 4.2 WHPacfic will conduct the Level 3 Assessment utilizing the approve criteria for the one or two remaining candidate sites. The Level 3 Assessment analysis will include the development of schematic concept designs, preliminary due diligence traffic impact assessment by Kittelson & Associates (KAI) identifying likely access and off-site improvement needs and development cost estimate for each site. 4.3 Document the analysis of each site's Opportunities and Constraints and summarize how each site scores against the determined scoring matrix. 4.4 WHPacific and Design West Team will prepare display boards and other meeting materials and attend a Public Open House meeting to present site selection criteria and candidate sites. 4.5 WHPacific and Design West Team will deliver a project briefing to the City Council Deliverable: Technical Memo Summarized matrix analysis for Level I, 2, and 3 assessment of each site and accompanying schematic design, due diligence traffic impact assessment memo and cost estimate for the Level 3 Assessment sites. Meeting/Presentations: Public Open House City Council project briefing#2 Task 5.0- Technical Advisory Committee Workshop 5.1 Review the site analysis findings and results of our evaluations with the Technical Advisory Committee. They will select the preferred site and share with Consultant their expectations for developing the preliminary concept site and building plans. Deliverable: Technical Memo Documentation of Technical Advisory Committee's decisions and rationale for choosing the preferred site. Meeting/Presentations: Technical Advisory Committee meeting #3 Task 6.0- Preferred Site Preliminary Concept Design 6. 1 Develop a preliminary concept site plan at 1 40' scale for the selected project site. The site plan will illustrate the site access/egress points, desired site amenities, pedestrian zones, transit platforms, turning movements for transit vehicles, parking, landscaped areas, and site structures. 6.2 Prepare a preliminary concept building layout plan; illustrate possible finishes and materials as well as conceptual elevations. 6.3 KAI will confirm the preliminary concept layout plan is consistent with the recommendations of the preliminary traffic assessment conducted as part of Task 4.2. Deliverable: Technical Memo Preliminary concept design package; including site and building components and due diligence traffic assessment memo. Meeting/Presentations: Public Open House #3 Task 7.0- Technical Advisory Committee Workshop 7. 1 Present Consultant's preliminary concepts to the Technical Advisory Committee to secure their review comments and direction. 7.2 Perform refinements to the preliminary concept designs based on Technical Advisory Committee comments at the workshop and submit for final approval. Deliverable: Technical Memo Documentation of Technical Advismy Committee's decisions and rationale for choosing the preferred concept design. Meeting/Presentations: Joint City Counci/ITAC.final presentation Task 8.0 - Final Concept Design 8. 1 Prepare final preliminary concept plans, including preferred site plan layout, and building layout and elevations. 8.2 Prepare planning-level final transit center site and building on and off-site cost estimates. 8.3 Prepare a cost assessment detailing the anticipated long-term facility operation and maintenance costs. 8.4 WHPacific and Design West Team will prepare display boards and other display materials to present final site selection and concept design. 8. 5 Present final project design and cost estimate to City Council and Technical Advisory Committee jointly. Deliverable: Technical Memo Final preliminary concept package for the site, transit center, structures and associated estimates of probable construction and operation costs.
