RESOLUTION NO. 92-04 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, ENDORSING THE OIL-WISE WEDNESDAYS IN APRIL; PROVIDING FOR THIS RESOLUTION TO BE IN FULL FORCE AND EFFECT UPON ITS PASSAGE AND APPROVAL. WHEREAS, the relatively small size of Moscow, and short distances between residential areas and centers of employment and shopping facilitate walking and bicycling; and WHEREAS, about 50 percent of the City's population consists of university students, many of whom, along with university employees, rely on pedestrian or bicycle transportation to get to school and work; and WHEREAS, bicycling and walking are chief means of transportation for children going to school, and are used by elderly, low-income, and one-car families to reach areas of employment and shopping; and WHEREAS, encouragement of other forms of transportation to the automobile will reduce vehicular congestion and will accommodate the transportation needs of more people; and WHEREAS, a shuttle system between the major traffic generators in the City of Moscow should be considered on an experimental basis in order to give the city an indication of the possible demand for a more complex transit system; and WHEREAS, with increasing energy shortage and fuel costs, energy conscious persons will turn to transportation modes other than single-occupancy vehicles; and WHEREAS, all of the above findings are stated in Moscow's Comprehensive Plan; and WHEREAS, April 1st is Walk Day; April 8th is Auto Efficiency Day; April 15th is Bike Day; and the week of April 20-24 is Bus Week; April 29th is Carpool Day; and WHEREAS, Oil-Wise Wednesdays are an opportunity for us to examine our driving habits and explore other means of transportation. NOW THEREFORE BE IT RESOLVED that the City of Moscow endorses the Oil-Wise Wednesdays in April and encourages the ---PAGE BREAK--- City's residents to participate in the various activities of Oil-Wise Wednesdays in April.
