RESOLUTION 2010-16 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, AMENDING RESOLUTION 2000-15 ADOPTED BY THE MAYOR AND CITY COUNCIL JULY 24, 2000 STATING THE POLICY OF THE CITY FOR PROVIDING FINANCIAL SUPPORT THROUGH BUDGET APPROPRIATIONS TO OUTSIDE ORGANIZATIONS AND AGENCIES FOR CONTRACTED PROGRAMS AND SERVICES TO THE COMMUNITY; PROVIDING THIS RESOLUTION BE EFFECTIVE UPON ITS PASSAGE AND APPROVAL. WHEREAS, the Mission Statement of the City of Moscow states: The City of Moscow delivers quality municipal services while ensuring responsible use of resources. We anticipate and meet the needs of our diverse population in order to build public trust and enhance a sense of community. WHEREAS, the Council desires to work in partnership with the Moscow community to achieve its goals and mission; and WHEREAS, to this end a Community Grant Program has been developed to provide grants of $2,500 or less to community non-profit organizations wishing to conduct activities that further the goal of establishing a "Sustainable and Livable Community, with an Engaged, Responsive, and Service-Oriented Government:" and WHEREAS, the City Council may include funding for such grants in its annual budget; NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Moscow as follows: 1. Grant requirements and the application process for the program are established in the "City of Moscow- Community Grant Program Guidelines and Application. 2. Grant applications shall be independently reviewed by a Grant Review Team composed of three City staff members appointed by the City Supervisor and two City Council members. 3. The evaluation and ranking of grant applications shall be provided to the City Council for its consideration. 4. The Council shall, after due consideration, make the final award decisions. 5. Funding levels for the program shall be set annually by the City Council in its budget process. Nothing contained herein shall obligate the City Council to set funding at any specific level.
