RESOLUTION NO. 95-03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, APPROVING PARTICIPATION IN THE "CITY VOTE" PROJECT: NATIONAL URBAN PRESIDENTIAL PRIMARY. WHEREAS, four-fifths of all Americans live in cities or major metropolitan areas; and WHEREAS, the prevailing calendar of presidential primaries and caucuses, beginning with Iowa, New Hampshire, Maine and South Dakota, causes candidates to ignore America's urban centers and the issues affecting America's cities; and WHEREAS, this effectively disenfranchises millions of urban-dwelling Americans, making their views largely irrelevant to the presidential nomination process and adding to the dissatisfaction that most Americans express toward national politics; and WHEREAS, the United States Conference of Mayors has resolved to establish a National Urban Presidential Primary that would "rearrange the 1995-1996 presidential campaign calendar and initiate related institutional reforms giving greater emphasis to urban issues and urban voters"; and WHEREAS, the United States Conference of Mayors sponsored a study determining the feasibility of "City Vote" a city-based presidential preference balloting that would be held on November 7, 1995 in conjunction with municipal elections taking place in numerous American cities; and WHEREAS, the City of Moscow's participation in CityVote would at once increase the turnout of the November 7, 1995 municipal election while increasing public awareness of local urban problems and their connection to national urban policies; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Moscow finding it to be in the best interests of the public, expresses its determination to join with other cities and participate in CityVote by including presidential preference balloting as part of the November 7, 1995 City of Moscow election.
