GEOTECHNICAL ENGINEERING & MATERIAlS TESTING 1428 South Main Street, Moscow, Idaho 83843 Phone; 208.882.1 006/Fax; [PHONE REDACTED] Mr. Todd Kimsey Project Engineer City of Moscow PO Box9203 Moscow, Idaho 83843 Dear Mr. Kimsey: June 16, 2004 Proposal No. PM040056 RE: PROPOSAL Geotechnical Exploration Proposed Joseph Street Bridge Pullman, Washington STRATA appreciates the opportunity to continue our working relationship with the City of Moscow and your consideration of the following proposal. We are providing this proposal to perform geotechnical exploration for the proposed Joseph Street Bridge Reconstruction that crosses Paradise Creek on the east side of Moscow, Idaho. The purpose of the geotechnical exploration is to explore the subsurface conditions within the proposed construction area, to help characterize the soil characteristics for your design analyses, and to provide geotechnical considerations to assist project planning, design and construction. PROPOSED CONSTRUCTION We understand a new arch culvert-type bridge/embankment will be constructed with wing walls along Joseph Street in Moscow, Idaho. The horizontal and vertical alignment of the existing roadway will not be altered. However, the bridge will be widened to include 30-foot lanes on each side of the center line. Wing walls will be constructed on the upstream and sides of the embankment to help direct the channel water and to protect the entrance and exit of the culvert. The culvert will bear on continuous concrete foundations. The channel will not be altered and the existing span will remain the same. The current concrete structure will be demolished. The area of planned bridge directly crosses Paradise Creek. The stream banks have been filled and protected against erosion. We anticipate heterogeneous mixtures of silt, clay, sand and some boulders or debris will be encountered. Given the anticipated construction, and the reported budget constraints for preliminary design work, we will subcontract a local drill capable of penetrating most silt, clay and sand soil conditions. If boulders, dense gravel, basalt or debris are encountered, refusal may be realized and alternative exploration equipment may be required. SCOPE OF SERVICES We estimate the following geotechnical scope of services will be performed for the geotechnical exploration of the proposed Joseph Street bridge reconstruction. We have briefly reviewed the proposed scope with you and traversed the site noting potential exploration locations. ---PAGE BREAK--- Joseph Street Bridge Reconstruction Proposal PM040056 Page2 1. Review available information from STRATA's files regarding the subsurface conditions along Paradise Creek. 2. Coordinate exploration with Dig Line and City of Moscow to help reduce damage to existing utilities. We request the City of Moscow's assistance in coordinating with existing property owners to obtain access to exploration locations. 3. We anticipate drilling two exploratory borings depending on access within the proposed bridge area as determined from our site visit with you. The borings will be drilled to a depth of 15 to 20 feet or to bedrock, dense gravel, boulder or debris refusal. The soil encountered in the borings will be visually described and classified referencing the Unified Soil Classification System (USCS) and the soil profiles will be logged. Select soil samples will be obtained for laboratory testing. Borings will be backfilled with drill cuttings and a bentonite plug. 4. We understand you require soil engineering criteria to assess the allowable bearing and lateral earth pressures for the proposed culvert and wing walls. As such, STRATA will provide basic soil index testing to assess grain size distribution, Atterberg limits, pH and resistivity, direct or triaxial shear testing. These criteria will be provided to you for the evaluation of the above referenced soil engineering criteria. 5. We understand the City of Moscow will prepare phase reports in accordance with lTD requirements for projects of this nature. As such, STRATA will provide a summary letter outlining the subsurface exploration procedures, soil and geologic conditions encountered, individual soil profiles in the locations explored, ranges of appropriate engineering criteria, and constructability considerations. We will prepare and provide four copies of our final letter report of findings including exploration logs and laboratory test results. The scope of services presented above does not include a geotechnical evaluation of stormwater design, concrete or asphalt section design, specific shoring system design, erosion control plans, retaining wall or foundation design. Our scope also does not include an environmental or hazardous substance evaluation. If this information or any additional information is desired, please contact me for a revised proposal. SCHEDULE AND ESTIMATED COSTS Based on the described scope of services, we propose to perform the geotechnical engineering evaluation on a lump sum basis for $3,850.00. The scope of services for the geotechnical exploration and the associated fee are based on our understanding of the proposed construction and our interaction with you to date. The geotechnical scope of services described above will be performed under the terms and conditions described in the attached agreement for services. If you agree with the proposed scope of services, please sign and return the attached agreement for services to authorize us to proceed. We are prepared to begin work within two weeks of receiving your authorization to proceed. Exploration can be performed by July 30, 2004 providing we receive authorization no later than July 21, 2004. Laboratory testing will be performed within 10 days of field work. We will be prepared to provide verbal recommendations at that time. We will keep you updated as to the exploration and laboratory schedule. We estimate final reports can be provided within two weeks of exploration. We request an AutoCAD 14 version of the existing and proposed bridge layout prior to exploration. ---PAGE BREAK--- Joseph Street Bridge Reconstruction Proposal PM040056 Page 3 We appreciate the opportunity to present this proposal and look forward to working with you on this project.
