RESOLUTION 2002- 1.Q__ A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORA TTON OF THE STATE OF IDAHO, AUTHORIZING THE AMENDMENT OF THE COMPREHENSIVE PLAN LAND USE MAP (FIGURE 8) TO REDESIGNATE PROPERTY LOCATED AT THE NORTH END OF BAKER STREET, SHOWN ON EXHIBIT ATTACHED HERETO AND INCORPORATED HEREIN BY THIS REFERENCE FROM MEDIUM DENSITY RESIDENTIAL (MR) TO HIGH DENSITY RESIDENTIAL (HR); PROVIDING THAT THIS RESOLUTION BE IN EFFECT UPON ITS PASSAGE, APPROVAL, Al'\JD PUBLICATION ACCORDING TO LAW. WHEREAS, Multiple Family Residential housing is in high demand due to the high student population from the University of Idaho; and WHEREAS, there is currently an insufficient amount of undeveloped land designated as High Density Residential to meet the market demand; and WHEREAS, the amount of land designated as Low Density Residential and :'v1edium Density Residential exceeds the amount of land designated as High Density Residential despite the high demand for Multiple Family Residential; and WHEREAS, the Land Use Element of the Comprehensive Plan states that High Density Residential areas should he within walking or biking distance of the University of Idaho campus; and WHEREAS, the subject property as depicted in Exhibit attached hereto is within walking and biking distance to the University of Idaho campus; and WHEREAS, the subject property is adjacent to land currently designated as High Density Residential on its east and south sides; and WHEREAS, the Planning and Zoning Commission after the conduct of a public hearing on September 25, 2002 recommended rejection of the subject Comprehensive Plan amendment due to its opinion that the amendment would allow a residential density that is too high to be compatible with the area; and WHEREAS, the Mayor and City Council held a public hearing on this matter on December 16, 2002 and concluded that the subject property is suitable tor the High Density Residential Land Use designation; and WHEREAS, Idaho Code Section 67 -6509( d) requires that the governing board not consider Comprehensive Plan Map amendments more frequently than once every six months; and WHEREAS, the Mayor and City Council have not considered a Comprehensive Plan Map amendment within six months of their December 16, 2002 meeting. Resolution 2002- December 16. 2002 Page i of 2 ---PAGE BREAK--- NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of Moscow, Idaho as follows: That the Comprehensive Plan Land Use Designation of the property located at the north end of Baker Street and shown on Exhibit attached hereto and incorporated herein by this reference be changed from Medium Density Residential (MR) to High Density Residential (HR) and that the Comprehensive Plan Land Use Map (Figure 8) of the Moscow Comprehensive Plan be so amended.
