AMENDED PROFESSIONAL SERVICES AGREEMENT COMPREHENSIVE PLAN UPDATE (INCLUDING ECONOMIC DEVELOPMENT ASSESSMENT AND STRATEGIC ACTION PLAN) tor THE CITY OF MOSCOW, IDAHO This Amended Professional Services Agreement Comprehensive Plan Update ( Including Economic Development Assessment and Strategic Action Plan) for the City of Moscow, Idaho (hereinafter Agreement") amends the Professional Services Agreement Comprehensive Plan Update for the City of Moscow, Idaho entered into the I 0'11 day of May, 2007. I. CLIENT and CONSULTANT, pursuant to Article XIV, Miscellaneous Provisions, 14.2 do hereby amend the Professional Services Agreement Comprehensive Plan Update for City of Moscow, Idaho entered into between CLIENT and CONSULTANT on the 10'11 day of May, 2007 to include the Scope of Work herein attached as Exhibit Scope of Work (Economic Development Assessment and Strategic Action Plan). CLIENT and CONSULT ANT mutually aí,.>ree that all other rights, terms, conditions, and agreements, including compensation, to CONSULT ANT shall be and remain the same as contained in Professional Services Agreement Comprehensive Plan Update for City of Moscow, Idaho, May 10,2007. Where there is a discrepancy or inconsistency between the Professional Services Agreement Comprehensive Plan Update for City of Moscow, Idaho and this amendment thereto, the Professional Services Agreement Comprehensive Plan Update for City of Moscow, Idaho dated May 10, 2007 shall control. Keast, known to me to be the person whose name is subscribed to the foregoing and acknowledged to me that he executed the same. ---PAGE BREAK--- EXHIBIT Scope of Work Economic Development Assessment and Strategic Action Plan Introduction The City Council has authorized the preparation of an Economic Development Plan for the City of Moscow, Idaho. The plan will identify Moscow's economic characteristics and establish priority programs, tasks, and activities. Development of this plan will be overseen by a steering committee comprised of members of the business community, citizens, elected officials, and City staff Objectives • Provide detailed analysis of the City's economic base. • Identify key opportunities to expand and diversify the City's economic base. • Prepare analysis of the City's economic and weaknesses. • Identify constraints and opportunities tor economic development, e.g, limited developable land, infrastructure capacity, business and industrial park development, urban renewal development and financing constraints. • Prepare a strategic action plan to guide development implementation. • Involve and engage the business community in the planning and implementation so as to achieve local support. ECONOMIC DEVELOPMENT PROFILE Task l : Prepare Economic Base Study Gather data on key economic indicators to develop a picture of current economic conditions. This task will utilize existing resources such as the ''Grov.th in Moscow" study and other available resources to establish a detailed assessment of the community's unique economic and weaknesses in the context of the greater regional economy. Both qualitative and quantitative methods will be used to develop an understanding of the community's competitive advantages, as well as any barriers to business retention and attraction. Gather information from local economic development professionals, business owners, and other stakeholders, including company executives from key industries in the area, utilizing existing data and other resources from the NewCities program and through the Knowledge Corridor initiative. Use information from the discussions and data collection to identifY potential target business sectors, as well as those planning to expand or open new facilities. The purpose will be to increase the understanding of the City's current economic structure and then identify target economic opportunities that are both realistic and compatible. Identify , PAGE!OF5 ---PAGE BREAK--- existing and emerging industries and discuss those in terms of their potential to expand or grow in the City of Moscow. Assess the perceptions of the City and its development processes through discussions with developers, builders, and landowners, or using similarly effective techniques. Results will identify actual and perceived barriers and constraints to new or expanded development. Recommend the methods and means tor streamlining development review and approval, if necessary, and outline strategies for achieving '·shovel-ready'' development; while remaining consistent with the objectives of retaining and enhancing community character. Food Service Industry Managers Task 2: Retail Sales and Leakage Analysis Reports Conduct a study of local retail trade (i.e. professional service offices, technology based business, commercial and personal service industries) to identify particular sectors where there is a surplus or leakage in the local commercial market. This task would first analyze the retail community­ wide sales performance by major categories in order to better understand the market dynamics of Moscow and the surrounding trade area. P_-\GL 2 or 5 ---PAGE BREAK--- Prepare a retail leakage analysis identifying which retail categories are losing competitiveness with other jurisdictions. This analysis will utilize the most current proprietary, commercially available data to analyze retail surplusileakage and retail market segmentation. Analyze non-retail local trade industry sector information provided by the City of Moscow and outline a retail and non-retail development strategy to capture market segments that are not being met locally and possible strategies to diversify and gain competitive advantage, as well as attract target industries. Work Product The Retail and Non-Retail Trade Sector • Summary of retail trade community-wide performance by major categories. • Summary of surplus/leakage information and retail development strategy to capture unmet market segments. • Suggest strategies to diversify and gain competitive advantage in unmet sectors of retail and non-retail trade market segments. Appendix A. Data Summaries: • Retail surplus/leakage data tables and sources. Task 3: Business and Industrial Park Base Report Evaluate the existing business and industrial park base including the locations, sizes, and the proportion of developed versus undeveloped business and industrial park land. Analyze the strength of local business and industry clusters relative to the state and nation, and subsequently identify recruitment or local development targets that represent the greatest opportunities for new investment. Outline strategies and approaches to recruit or encourage the growth of target businesses and industries. Identify potential areas for a business and industrial park as a multi-building development planned to accommodate a mix of activities such as storage, light manufacturing, light industrial, research, construction, and general oftice functions all in a planned and controlled setting that can be adapted in form to meet changes in the market. Tbe site suitability analysis will include identification of sites preferable for future multi-use business and industrial park activity in an integrated setting with a guide of applicable development standards and policies. A general infrastructure needs assessment will be conducted and results will be used with the site suitability analysis. Prepare a conceptual site layout for a multi-use business and industrial park development plan based upon the findings of the suitability analysis. Provide recommendations for key development elements and standards for future consideration to include a flexible master plan, landscaping and public spaces, on-site amenities and services, flexible building design and appropriate parking with etllcient circulation for trucks, automobiles, bikes, and pedestrians. \Vork Product PN.3F 3 OF 5 ---PAGE BREAK--- The Industrial Sector Report Task 4: • Report on evaluation of current business park and industrial base. • Recruitment and development targets and strategies. • Identification of potential areas for a business park and light industrial development to include general site suitability analysis access, topography, utility service, telecom availability, adjacent land use compatibility, and presence of natural resources). • Planning-level infrastructure needs assessment. o Conceptual site layout tor multi-use business and industrial park development. • Recommendations tor key development elements and standards for future consideration. Economic Development Constraints, Opportunities, and Development Alternatives Constraints and opportunities intluence the City's economic development. These factors include location, access, transportation and transit, housing, available land, infrastructure and public service capability. Constraints and opportunities will be identified and qualitatively discussed. Assess the current status and outlook tor the community's connectivity to the internet and other telecommunications and information networks utilizing infonnation publicly available or accessible to the City of Moscow. Provide recommendations for enhancing technology linkages for business and personal access in the future. Analysis of the development alternatives to identify what should be done to address items in the constraints and opportunities analysis. The focus will be to establish specific alternatives for the retention and attraction of business and quality employment opportunities. Evaluate the impacts and benefits of capital improvements recommended by the Comprehensive Plan, such as thoroughfare extensions and provision tor or upgrading of utility infrastructure, tor future development. Work Product Economic Development Constraints, Opportunities, and Development Alternatives • Identify constraints and opportunities which influence economic development to include impacts and benefits of improvements and recommendations for enhancing technology links. • Draft economic development alternatives to include the impacts and benefits of capital improvements for business retention and recruitment. Task 5: Economic Development Strategic Action Plan Evaluate and propose methods to upgrade the City's ''readiness" for economic development­ systems in place tor attracting new businesses, helping existing companies expand locally, nurturing entrepreneurial functions, bolstering workforce training, recruiting functions. and strengthening inter-jurisdictional cooperation. Propose a cohesive marketing strategy for economic development with outlined actions and requirements. Prepare goals and strategies to support the City· s vision for a comprehensive economic development prof,>ram. Emphasis will be placed on strategies that maximize and opportunities present in the region while addressing weaknesses and potential threats to the local economy. Identify specitic actions, responsible parties, staffing requirements, and time lines for implementation. Work Product Economic Development Strategic Action Plan • Recommendations to achieve economic development readiness. • Propose a cohesive marketing strategy for economic development with outlined actions and requirements. • Report of recommended goals and strategies identifying specific actions and assignments for implementation of the economic development plan.
