RESOLUTION NO. 97-os A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, ADOPTING CITY OF MOSCOW PERSONNEL POLICIES 1997 AS THE OFFICIAL OUTLINE OF BASIC PERSONNEL POLICIES, PRACTICES AND PROCEDURES OF THE CITY OF MOSCOW, IDAHO AND ADOPTING CITY OF MOSCOW SAFETY HANDBOOK AS APPENDIX A OF THE PERSONNEL POLICIES. WHEREAS, City of Moscow recognizes that its employees are a valuable resource to the citizens of Moscow; WHEREAS, employees of City of Moscow are charged with the important responsibility of carrying out public policies and the will of the citizens within the City; WHEREAS, because of the increasingly complex legal nature of employment relationships, it is in the best interests of the City and of the employees of the City to have written personnel policies; WHEREAS, it is important for all employees and citizens at large to know of the City of Moscow's organizational objectives and expectations; WHEREAS, it is also essential that members of the City of Moscow management understand the role of the policies in meeting the City objectives; WHEREAS, a great amount of input has resulted in the creation of City of Moscow Personnel Policies; WHEREAS, it is the will of the City Council to consolidate all of the various personnel practices and procedures heretofore promulgated into one useful location; and WHEREAS, the City intends to provide its employees a safe and healthy work place and to establish a viable safety and loss prevention program by adopting the City of Moscow Safety Handbook as Appendix A of the City of Moscow Personnel Policies 1997; NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Moscow that all prior policies and procedures of the City of Moscow regarding personnel matters are hereby terminated; and BE IT FURTHER RESOLVED that the attached City of Moscow Personnel Policies 1997 be and hereby is adopted as the official guide and reference to be used as an outline of the basic personnel policies, practices, and procedures of the City of Moscow, Idaho; and RESOLUTION Page 1 ---PAGE BREAK--- BE IT FURTHER RESOLVED that the attached City of Moscow Safety Handbook is adopted as Appendix A of City of Moscow Personnel Policies 1997.
