Main Street, Moscow, Idaho for an Additional Assessment of Groundwater and Indoor Air 1 Introduction and Background The Site, located at 1102 South Main Street in Moscow, Idaho, is the former location of a bulk petroleum plant (Figure The Site was later a service station from the 1950s to 1999, when it closed and all the tanks and piping were removed. Petroleum-contaminated soil was discovered when the Site warehouse building was demolished in 2008 (Sharpe 2008). A former underground storage tank (UST) area was excavated in early July 2008 to investigate extent of residual petroleum contamination. Contamination was found where the fuel delivery trucks had parked while filling the tanks, and around the former fuel pump mounted on the loading dock. TerraGraphics conducted a Phase II Environmental Site Assessment (ESA) under the U.S. Environmental Protection Agency (USEPA) Brownfields Assessment Coalition Grant (for hazardous substances contamination and petroleum contamination), awarded to the City of Moscow in 2010, to further characterize the local soil, groundwater, vapor, and air for potential petroleum-related constituents. TerraGraphics conducted a Phase II ESA at the Site from April 2012 through September 2013 (TerraGraphics 2014). TerraGraphics also included the southwestern portion of the property to the north to more thoroughly characterize the area. Field activities were conducted on three separate occasions when findings of the previous investigation indicated additional information was necessary to fill data gaps. A summary of these investigations follows: 1. April 2012 – Activities included the following: advanced 9 direct push soil borings, collected 12 soil samples from the borings, installed 2 monitoring wells on Site, and collected groundwater samples from those wells; also collected groundwater samples from the 2 existing wells on the property to the north. ---PAGE BREAK--- Addendum to the Phase II Environmental Site Assessment Report for 1102 S. April/May 2013 – Field work was conducted to determine the spatial extent of the soil and groundwater contamination at the Site and on the property to the north (downgradient). Activities included the following: advanced 15 direct push soil borings and collected 17 soil samples from the borings, installed 3 additional monitoring wells on the property to the north, installed 3 vapor point wells (1 on Site and 2 on the property to the north), and installed 1 subslab vapor point on Site. Groundwater samples were collected from all new and existing wells, and vapor samples were collected from the vapor point wells and subslab vapor point. 3. September 2013 - Field work was conducted to further characterize potential air and vapor pathways. Activities included the following: collected two indoor ambient air samples from the prior Domino’s building, installed an additional vapor point well at the east side of the Site, and collected a vapor sample from the new vapor point well. The laboratory analyzed soil and groundwater samples for volatile organic compounds (VOCs), aromatic hydrocarbons (PAHs), and lead. The laboratory analyzed the vapor and air samples for VOCs. The northernmost and southern area soil samples at the Site did not exhibit concentrations exceeding the Risk Evaluation Model for Petroleum Releases (Petro REM) screening levels or the Risk Evaluation Model (REM) Initial Default Target Levels (IDTLs). However, petroleum- contaminated soil was found in the central and eastern areas of the Site at concentrations exceeding screening levels. Concentrations were generally highest in areas near historical contamination/cleanup activities. The groundwater gradient at the Site was toward the north. The upgradient groundwater monitoring well, located in the southern area of the Site, did not exhibit analyte concentrations exceeding screening levels. Groundwater collected from the downgradient wells on the Site and in the southwestern area of the property to the north contained VOCs at concentrations that exceed screening levels. Groundwater samples from wells further downgradient and cross- gradient, located on the property to the north, did not exhibit analyte concentrations above the screening levels. In summary, observed concentrations of analytes in groundwater indicate a contaminant plume exists in the northern portion of the Site and extends into the southwestern area of the property to the north. Soil vapor samples collected from the Site and the property to the north were used to evaluate the vapor pathway because contaminated soil and groundwater was observed. For receptors near the prior Domino’s Pizza building, soil vapor concentrations of benzene, and naphthalene exceeded screening levels for residential receptors, and benzene exceeded screening levels for industrial (commercial) receptors. Soil vapor concentrations observed in the eastern area of the Site were lower and did not exceed screening levels for any user group. Because soil and soil vapor sample results exceeded the regulatory thresholds for several analytes, risk evaluation models were run using the Site-specific soil concentration data to evaluate risk. Site soil data were input into the Petro REM (IDEQ 2012) to model risk to the construction worker, and Site soil vapor concentrations were input into the Petro REM to model risk to the non-residential and residential receptors. Results from the Petro REM based on Site soil concentrations indicate the Site is below the acceptable risk level and hazard index (HI) for the construction worker. Petro REM results using Site soil vapor concentrations show the Site is below the acceptable risk level and HI for the non-residential and residential receptors. Main Street, Moscow, Idaho for an Additional Assessment of Groundwater and Indoor Air Page 3 vapor concentrations on the property to the north were lower than those used in the model, the model results may also apply to that property. Indoor ambient air monitoring for VOCs within the building was conducted to obtain actual data on interior air quality. Concentrations were found to be acceptable for commercial use, but they exceed levels that are acceptable for residential use. Based on the Phase II ESA data and Conceptual Site Model, TerraGraphics recommended the following (TerraGraphics 2014): 1) if the Site use changes, additional samples should be collected and models run to verify that conditions are appropriate for the anticipated use; 2) if no additional actions occur, the Site should be restricted with institutional controls (ICs) for specific commercial use except for those uses that may involve sensitive populations young children, the elderly, and the infirm); 3) additional groundwater monitoring in the fall of 2014 should be conducted to provide information when water levels are expected to be low; 4) additional indoor ambient air samples should be collected on a quarterly basis for one year to verify whether concentrations consistently remain below the screening levels; and 5) because the Phase II ESA for 1102 South Main Street did not include a full Phase II investigation of the property to the north, due diligence should be practiced for the remainder of the property to the north. In July 2015, the City of Moscow contracted with TerraGraphics to conduct additional site assessment activities, which include: Collecting a total of eight groundwater samples, one from each of the existing wells and a duplicate sample, for analysis of VOCs using U.S. Environmental Protection Agency (USEPA) Method 8260B (USEPA 1996). Collecting two indoor air samples from the prior Domino’s building using Radiello day deployment) for benzene, toluene, xylenes (BTEX); naphthalene; methyl-tert-butyl ether (MTBE); and 1,2-Dichloroethane (EDC). The purpose of this technical memorandum is to provide a data summary of the additional site assessment activities as an addendum to the final Phase II ESA report (TerraGraphics 2014). 2 Field Work On July 30 and 31, 2015, TerraGraphics’ field crew measured depth to water, measured field parameters, and sampled groundwater from two wells on the former Sharpe Oil property and five wells on the property to the north to evaluate groundwater quality (Figure Attachment A contains the groundwater field sheets. The field crew collected water samples generally following the Quality Assurance Project Plan (QAPP) and Addendum I (TerraGraphics and STRATA 2012, 2013) and delivered them to Anatek Labs on ice. Deviations from the QAPP and Addendum 1 can be found in the quality assessment/quality control (QA/QC) memo located in Attachment B. The laboratory analyzed the samples for BTEX, naphthalene, MTBE, 1,2- Dibromoethane (EDB), and EDC following USEPA Method 8260B (USEPA 1996). TerraGraphics also sampled indoor air at two locations inside the old Domino’s building beginning on September 2, 2015, and ending on September 3, 2015, to evaluate air quality (Figure The field crew collected samples from near the southernmost west entrance of the building and from the laundry area. The entrance area location was chosen to be in a different part of the building from the previous location near the oven and was selected based on electricity availability for the pump. The field crew used selected ion monitoring (SIM)-certified 6-liter summa canisters at a flow rate of approximately 250 milliliters per hour (mL/hr) to collect indoor air samples for the BTEX analysis by USEPA Method TO-15 Hi/Low SIM (USEPA 1999a). TO-17 VI tubes were used for the collection of indoor air samples for the analysis of naphthalene (USEPA 1999b). A flow rate of approximately 10 milliliters per minute (mL/min) was used to collect the TO-17 samples, for an approximate total volume of 14 L. The field crew also collected a field blank for the analysis of naphthalene by USEPA Method TO-17. The sample collection time for all samples was approximately 24 hours. TerraGraphics used these methods for the indoor air samples, which differ from that listed in Section 1, in order for the reporting limits to be less than the screening levels. 3 Results and Discussion Table 1 lists the groundwater depth-to-water and elevation data; Figure 2 shows the groundwater contour map. The groundwater flow direction is generally toward the north, with some northeast and northwest flow. The general flow direction is similar to that found in previous events. Groundwater sample results are compared to the IDEQ’s screening levels listed in Table 1 of the Petro REM (IDEQ 2012) for VOCs. The Petro REM screening levels are specific to each compound for the exposure pathway that generates the most risk to the environmental receptors considered via the vapor intrusion, direct contact, and groundwater protection exposure pathways. A groundwater sample concentration may exceed any or all three of the exposure pathways. Table 2 lists the groundwater analyte concentrations from samples collected in the July 2015 event and previous events. The July 2015 data are similar to those from previous events. Benzene and concentrations exceed the screening levels at MW-2, MW-3, and MW-15. Naphthalene concentrations exceed the screening levels at MW-2 and MW-15. The EDC concentration exceeds the screening level at MW-15 for the first time. Although the reporting limit for EDB exceeded the screening level, EDB was not detected in this event or in previous sampling events. No groundwater data were qualified as estimates as part of the data quality review (TerraGraphics 2015). Table 3 lists the indoor air data compared to the USEPA residential and industrial Regional Screening Levels (RSLs) (USEPA 2015). Benzene and naphthalene concentrations exceed the residential RSLs at both sampling locations. EDC exceeds the residential RSL at the entrance location. No compounds analyzed exceeded the industrial RSLs. As part of the QA/QC review, the laboratory or TerraGraphics QA officer qualified the following indoor air data as estimates with a J flag (TerraGraphics 2015): EDC (laundry area sample) Naphthalene (both samples) MTBE (laundry area sample) No data were rejected as part of the data quality review. Main Street, Moscow, Idaho for an Additional Assessment of Groundwater and Indoor Air Page 5 4 Conclusions In conclusion, results of the July/September 2015 groundwater and indoor air monitoring events are similar to those from the previous monitoring events. Groundwater exceeds the screening levels, both at the Site and offsite on the property to the north, for benzene, naphthalene, and EDC in at least one downgradient well. However, groundwater concentrations in wells further downgradient (MW-4 and MW-5) do not exceed Petro REM screening levels (IDEQ 2012). Indoor air had detections of all analytes except MTBE at the entrance location, but concentrations of all analytes were below the USEPA industrial use RSLs (USEPA 2015). Indoor air concentrations of benzene, naphthalene, EDC were above the USEPA RSLs for residential use (USEPA 2015). Residential use may require vapor mitigation to address chemicals of concern. 5 Recommendations Based upon the available data, TerraGraphics recommends the following : 1. Shallow groundwater concentrations at the Site exceed the Petro REM screening levels (IDEQ 2012) for benzene, and naphthalene. Groundwater concentrations exceed the screening levels at the property to the north for benzene, naphthalene, and EDC. TerraGraphics recommends restricting extraction and use of shallow groundwater at both properties. 2. TerraGraphics sampled air inside the building on two occasions. Ambient air concentrations were below USEPA RSLs for commercial use (USEPA 2015). However, the owner should consider additional indoor air samples seasonally to verify concentrations remain below the screening levels during varying temporal conditions. If concentrations exceed the screening levels, additional characterization may be warranted and/or mitigation/remedial action steps installation of a vapor extraction system) may need to be considered to reduce the vapor pathway. TerraGraphics recommends the site not be used for residential use or for commercial use with sensitive populations (daycare, elderly, infirm, etc.) 3. The owner should consider entering into the Idaho Department of Environmental Quality (IDEQ) Voluntary Cleanup Program (VCP). The VCP process will provide an opportunity to evaluate remedial/mitigation strategies with the opportunity to define environmental covenants to address the onsite risk pathways. The environmental covenants might include 1) institutional controls (ICs), which would limit the Site to specific industrial/commercial use and 2) restrictions on well installations and groundwater use. ICs should specify that the property not be developed for residential use or for commercial uses that may house sensitive populations young children, the elderly, and the infirm), specifically daycares, schools, and hospitals, or unless new Site data are obtained that show concentrations meet the risk based screening levels for the proposed Site use. Main Street in Moscow, Idaho 1 Introduction This technical memorandum provides a summary of the stage 2A data validation (USEPA 2009) Quality Assurance/Quality Control (QA/QC) review of the data obtained from the July/September 2015 sampling event at 1102 S. Main Street in Moscow, Idaho. The TerraGraphics QA Officer (QAO) assessed the groundwater sample results from Anatek Labs, Inc. (Anatek), indoor air sample results from Eurofins Air Toxics (Air Toxics), and the field QC. QC samples include a groundwater field duplicate, an air field blank (for Method TO-17), trip blanks, method blanks, matrix spike/duplicate sample pairs (MS/MSDs), laboratory duplicates, and laboratory control sample/duplicate sample pairs 2 General The TerraGraphics QAO conducted a QA/QC review to evaluate the precision, accuracy, and completeness of the groundwater and indoor air laboratory data. TerraGraphics’ field crew collected groundwater samples on July 30 and 31, 2015, and delivered them to Anatek on ice, on July 31, 2015. TerraGraphics’ field crew deployed the TO-17 cartridges and TO-15 summa canisters on September 2, 2015, and retrieved the samples on September 3, 2015, after approximately 24 hours. On September 3, 2015, the samples were shipped to Air Toxics, who received the samples the following day. The TO-17 cartridges were shipped in a cooler with ice packs. Air Toxics analyzed for benzene, toluene, and xylenes (BTEX), methyl- tert-butyl ether (MTBE); and 1,2-Dichloroethane (EDC) following Method TO-15 Hi/Lo SIM (USEPA 1999a) and for naphthalene following Method TO-17 (USEPA 1999b). In general, sampling procedures followed the Quality Assurance Project Plan (QAPP) for 1102 South Main Street Moscow, Idaho Phase II Environmental Site Assessment (TerraGraphics and STRATA 2012), the Quality Assurance Project Plan (QAPP) for 1102 South Main Street ---PAGE BREAK--- QA/QC of August/September Groundwater and Indoor Air Data at 1102 S. Main St. in Moscow, Idaho Page 2 of 6 Moscow, Idaho Phase II Environmental Site Assessment – Addendum 1 (TerraGraphics and STRATA 2013) (hereinafter referred to as the QAPP and the QAPP Addendum and the task order with the following changes: The laboratory reporting limit (RL) for 1,2 dibromoethane (EDB) was above the screening level for this analyte in groundwater using USEPA Method 8260B. Section 4.1 addresses this. The field crew did not collect the indoor air samples using Radiellos in order to meet the RLs that are at or below the screening levels. 3 Sample Condition upon Receipt Upon receipt of the samples, the laboratories assessed the sample temperatures and sample holding times. Anatek measured the temperature of a groundwater sample to be 6.6 degrees Celsius The field crew delivered the samples on ice to the lab after sampling was complete on July 31, 2015. Air Toxics measured the temperature of the Method TO-17 Temperature Blank to be 7.9 The field crew shipped the samples in a cooler with freezer packs to the lab overnight. Both temperatures were outside the 4.0 ± 2.0 °C standard, but the higher values are not expected to affect results. The labs analyzed the groundwater and air samples within the required holding times. 4 Anatek QA/QC (External) Results TerraGraphics’ QAO evaluated QA/QC sample results provided by Anatek to determine if laboratory analyses met the project QC objectives. Anatek provided results of one or more laboratory QA/QC samples, including method blanks, surrogates, and MS/MSDs. A method blank and an LCS/LCSD pair were included for each analytical method, which meets the requirement specified in the QAPP for data accuracy and precision checks (TerraGraphics and STRATA 2012). 4.1 Reporting Limits The TerraGraphics QAO noted that EDB concentrations were below the RL at all wells; however, the RL for EDB (0.0005 milligrams per liter [mg/L]) exceeds the Ingestion Risk Evaluation Manual for Petroleum Release Sites (PetroREM; IDEQ 2012) screening level of 0.00005 mg/L. The TerraGraphics QAO believes that the higher RL for EDB does not affect the final outcome but it is worth noting. This opinion is based on the fact that EDB was not detected during the 2013 sampling event, and the method detection limit (MDL) for that event (0.00005 mg/L) did meet the screening level. 4.2 Method Blanks Method blanks indicate whether or not sample contamination was introduced during laboratory analysis. Anatek reported results for VOCs in the water method blank. All method blank results were below laboratory RLs. Therefore, the TerraGraphics QAO did not qualify any groundwater samples based on method blank RLs. 4.3 Surrogates A surrogate is a compound similar in chemical composition and behavior to the target analytes but not expected to occur naturally in field samples. The laboratory spikes samples with surrogate analytes to assess sample extraction and analytical efficiency in each individual field sample. All water surrogates for the site contaminants of concern (COCs) were within Anatek’s analyte-specific ranges (70–130% recovery for VOCs). The QAPP did not specify surrogate QA objectives. 4.4 Laboratory Control Samples 4.4.1 LCS LCSs indicate the overall performance and accuracy of all steps during laboratory procedures. LCSs are evaluated using percent recovery calculations. Percent recovery is calculated by comparing the measured concentration of an LCS to the known concentration of the sample. All water LCSs for VOCs were within the acceptable percent recovery range (75–125% recovery) for each analyte specified by the QAPP (Table 2: TerraGraphics and STRATA 2012). 4.4.2 LCSD When a laboratory divides a sample into two aliquots and spikes each aliquot with the same concentration of an analyte, these samples are referred to as an LCS/LCSD pair. Laboratory precision can be evaluated by calculating the relative per difference (RPD) between duplicate samples. Anatek analyzed an LCS/LCSD pair for the batch of water samples. TerraGraphics’ QAO verified the RPD values provided by Anatek. All water LCS/LCSD pair results were within the acceptable RPD range specified by the QAPP (Table 2: TerraGraphics and STRATA 2012). 4.5 Matrix Spike Samples Spiked samples indicate effects of the sample matrix on laboratory accuracy. A sample that is spiked with a known concentration of an analyte prior to sample digestion is referred to as an MS. The TerraGraphics QAO verified percent recovery values provided by Anatek for the VOCs in water. Percent recoveries for MS samples are calculated by comparing the concentration of a spiked sample to the original concentration of the sample before the spike was added. When the original concentration (OC) is below detection, an OC value of 0 is used for calculating percent recovery. If percent recoveries of an MS fall outside the QAPP acceptable limits (Table 2: TerraGraphics and STRATA 2012) or the laboratory acceptable limits, the QAO will qualify associated samples results as estimates for the analyte. Main St. in Moscow, Idaho Page 4 of 6 5 Air Toxics QA/QC (External) Results The TerraGraphics QAO evaluated QA/QC sample results provided by Air Toxics. For the indoor air sample delivery groups, Air Toxics provided results of laboratory QA/QC samples, including laboratory blanks, surrogates, and 5.1 Laboratory Blanks Laboratory blanks indicate whether or not sample contamination was introduced during laboratory analysis. Air Toxics reported laboratory blank results for both the TO-15 and TO-17 analyzed sample delivery groups. For USEPA Method TO-17, the laboratory blank results were below laboratory RLs and no naphthalene data were qualified. For USEPA Method TO-15 SIM, the following analytes were detected in the laboratory blank: EDC 0.021 micrograms per cubic meter (µg/m3) J – associated field sample concentrations that are less than 10 times the concentration in the blank are qualified as estimates with a J flag. benzene 0.054 µg/m3 J – associated field sample concentrations are more than 10 times the concentration in the blank and are not qualified. 0.012 µg/m3 J – associated field sample concentrations are more than 10 times the concentration in the blank and are not qualified. m,p-xylene 0.016 µg/m3 J – associated field sample concentrations are more than 10 times the concentration in the blank and are not qualified. o-xylene 0.015 µg/m3 J – associated field sample concentrations are more than 10 times the concentration in the blank and are not qualified. toluene 0.012 µg/m3 J – associated field sample concentrations are more than 10 times the concentration in the blank and are not qualified. Detected concentrations, as listed above, were between the reporting limit and the method detection limit and therefore qualified by Air Toxics as estimates with a J flag. 5.2 Surrogates All indoor air sample surrogates for the site COCs were within Air Toxics’ analyte-specific ranges. 5.2.1 LCS All LCS percent recoveries were within the acceptable range. 5.2.2 LCSD All LCSD RPDs were within the acceptable range. ---PAGE BREAK--- QA/QC of August/September Groundwater and Indoor Air Data at 1102 S. Main St. in Moscow, Idaho Page 5 of 6 6 Field QA/QC Results 6.1 Field Duplicate TerraGraphics’ field crew collected one water duplicate from MW-02 by taking a duplicate sample immediately after collecting the original. TerraGraphics’ QAO calculated the RPDs for analytes where both the original and the duplicate sample had results above the RL. Table 1 shows the water RPD results for analytes with detectable concentrations. Table 1. TerraGraphics’ QAO did not qualify any data based on the field duplicate. 6.2 Trip Blank Trip blanks assess contamination introduced during shipping and field handling procedures. Anatek provided a clean sample of water that the TerraGraphics field crew took to the sampling site and then transported back to the laboratory without exposure to sampling procedures. After collection, the field crew stored the trip blank in a cooler and then delivered it to Anatek for analysis using USEPA Method 8260B. All trip blank concentrations were below the RLs; therefore, the TerraGraphics QAO did not qualify any water results based on the trip blank. 6.3 Field Blank The TerraGraphics field crew collected a field blank for USEPA Method TO-17. Naphthalene was detected in the field blank with a concentration of 0.031 µg/m3 J; Air Toxics qualified the value as an estimate with a J flag because it was between the reporting limit and the method detection limit. The TerraGraphics QAO qualified the naphthalene results in the field samples as estimates with a J flag because they were less than 10 times the blank concentration. ---PAGE BREAK--- QA/QC of August/September Groundwater and Indoor Air Data at 1102 S. Main St. in Moscow, Idaho Page 6 of 6 7 Summary Based on this data quality review of the July/September 2015 sampling event, the data are determined to be of acceptable quality. The following indoor air data were qualified as estimates by the laboratory or as part of this data quality review: EDC and MTBE in the laundry area sample - concentrations were between the method detection limit and the RL. In addition, EDC was detected in the laboratory blank less than 10 times the concentration of the laundry area sample. Naphthalene in both samples - concentrations in the samples were less than 10 times the concentrations in the field blank. The final completeness is 100% for water data analyzed by Anatek and air data analyzed by Air Toxics for the July/September 2015 sampling event conducted at 1102 S. Main Street in Moscow, Idaho.
