RESOLUTION NO. 95- 15 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF IDAHO, ADOPTING RATES TO BE CHARGED PRODUCERS AND GENERATORS FOR THE COLLECTION AND DISPOSAL OF SOLID WASTE WITHIN THE CITY OF MOSCOW; PROVIDING FOR A TRANSFER STATION TIPPING FEE; PROVIDING THAT THIS RESOLUTION SHALL SUPERSEDE EXISTING RATES; PROVIDING THAT THE PROVISIONS OF THIS RESOLUTION BE DECLARED SEVERABLE; PROVIDING THAT THIS RESOLUTION SHALL BE IN FULL FORCE AND EFFECT AS OF 12:01 A.M. ON OCTOBER 1, 1995. WHEREAS, the Council finds it necessary to implement a new system for the collection of solid waste within the City of Moscow in accordance with the terms and conditions of the Franchise; NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF MOSCOW AS FOLLOWS: SECTION 1: That all existing resolutions and ordinances relative to the rates for collection of solid waste within the City are hereby superseded by this resolution. SECTION 2: That the rates for collection and disposal of solid waste for residential units, per month, shall be as follows: RATES FOR RESIDENTIAL UNITS: Individual residential units, including mobile homes, duplexes, and apartments ea. unit 12.50 per mo. Service level fee: fee for one can collected weekly based on advanced signup for service level) Occasional service fee: service level contracted) ea. regular can 4.00 per mo. ea. mini can 2.60 per mo. Rental Rates: For Recycling Mobile Containers Per Month: Size: 6 Yard Rental: $35.25 Size: 10 1/2 Yard Rental: $54.00 Size: 12 Yard Rental: $63.11 (Sales taxes will be added to the rental rate.) 2. Types of Services: a. Franchisee Services/Value of Recycled Materials Retained by Franchisee: 1) RMC hauled, emptied and exchanged by Franchisee. 2) No reimbursement for recyclable materials to customer. 3) On call service with 24 hour notice. 4) Rate per haul and exchange. SECTION 6: That the rates disposal for schools, institutions same as the commercial rates. for solid waste collection and and public agencies shall be the SECTION 7: That the rates for hazardous wastes and for infectious and potentially harmful waste shall be as follows: The actual cost for such service as billed by the City, plus 10% for administration and billing. SECTION 8: That the provisions of this resolution shall be deemed severable and the invalidity or unlawfulness of any specific rate or other provision shall not affect the remaining rates or other provisions of this resolution. This resolution shall be in full force and effect as of 12: 01 a. m. on October 1, 1995. PASSED by the City Council and APPROVED by the Mayor this day of December, 1995.
