RESOLUTION 2013-16 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, AFFIRMING THE ADOPTION OF A CITY OF MOSCOW GREENHOUSE GAS REDUCTION GOAL OF 20% OF 2005 LEVELS BY THE YEAR 2020; PROVIDING THAT THIS RESOLUTION BE IN EFFECT UPON ITS PASSAGE, APPROVAL AND PUBLICATION ACCORDING TO LAW. WHEREAS, pursuant to Resolution 2007-13, City staff, through a membership with ICLEI, established an inventory of 2005 greenhouse gas (GHG) emissions for the City of Moscow as an organization; and WHEREAS, based upon the inventory results and available resources, staff prepared a 2010 Greenhouse Gas & Energy Efficiency Report (2010 Report) and presented the Report to Council on August 2, 2010; and WHEREAS, City staff has determined that ICLEI continues to be the preferred resource for management of data for GHG emissions data; and WHEREAS, with improved methodology and research methods, figures presented in the 2010 Report have been clarified and confirmed adjusting the resulting carbon emission figures for accuracy in a 2013 Green House Gas Emissions and Energy Efficiency Report (2013 Report); and WHEREAS, City staff will continue to update and refine emissions data reporting as resources and methodology continue to improve; and WHEREAS, the 2013 report has been presented to the Sustainable Environment Commission who expressed their enthusiasm and support for the ongoing work by City staff to document City GHG emissions; and WHEREAS, in Resolution 2010-18 the City Council adopted a GHG reduction target for the City of Moscow as an organization of twenty percent (20%) of 2005 levels by the year 2020; and NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the City of Moscow, Idaho as follows: 1. Adopt the 2013 Energy Efficiency and Green House Gas Emissions Update, which clarifies the 2005 baseline figures previously clarified in the 2010 Green House Gas Inventory and Report 2. Reconfirm the City of Moscow's commitment to achieving a twenty percent (20%) reduction of 2005 Greenhouse Gas levels by the year 2020.
