Without any of these requirements in place, it is difficult to collect good data.” Hailey Ogden, Two-Year Progress Report for Blue Cross of Idaho High Five Passport Program Farmers Market Season 2015 The Moscow Farmers Market High Five Passport Program was started in 2013, funded by a two-year grant from Blue Cross of Idaho. Grant funding ended for High Five at the end of 2015.
