AGREEMENT FOR ADDITIONAL PROFESSIONAL SERVICES BETWEEN CITY OF MOSCOW, IDAHO AND J-U-B ENGINEERS, INC. THIS AGREEMENT FOR ADDITIONAL PROFESSIONAL SERVICES, dated this \ ‚ day of ƒ , 2014, by and between the City of Moscow, Idaho, 206 East Third Street, Moscow 1 aho 83843, a municipal corporation of the State ofldaho (hereinafter "City"), and J-U-B Engineers, Inc., 1630 23rd Ave. Lewiston, Idaho, 83501 (hereinafter "Engineers"); WHEREAS, City has determined it to be in the best interests of City that Engineers be retained for additional services relating to the Wastewater Treatment Plant (WWTP) Temperature Evaluation Study (dated September 24, 2010 and attached hereto); ɇd WHEREAS, City desires to engage Engineers to perform certain duties as set forth in Attachments 2014 - A and 2014 - B (attached); and WHEREAS, it is deemed to be in the best interests of City to enter into an Agreement for Additional Professional Services with Engineers as hereinafter provided; NOW, THEREFORE, City and Engineers, in consideration of the mutual covenants and stipulations set out, do hereby agree as follows: Except as expressly set forth in this Agreement for Additional Services, the September 24, 2010 Agreement otherwise is unmodified and remains and shall remain in full force and effect following execution of this Agreement for Additional Services. · IN WITNESS WHEREOF, said Engineers and City have caused this Agreement for Additional Professional Services to be executed on the day and year first above written. The Report recommended pilot testing of two cooling technologies - constructed wetlands and a cooling tower - to determine their effectiveness in satisfying the temperature limits, especially for the period May 15 through October 15. This Scope of Services is an extension of the previous work to accomplish the pilot testing of the cooling tower and constructed wetlands options as follows: 1. Technical support during a City Public Works Committee meeting regarding the results of the previous temperature evaluation and the need for the pilot studies 2. Cooling Tower • Develop a pilot study protocol (including staging, intended operation, and monitoring activities) for submission to the Idaho Department of Environmental Quality (IDEQ) • Assist CITY with procuring a pilot scale cooling tower to be operated during the peak summer heat (July 15 - August 15) • Summarize the ability and effectiveness of the cooling tower to reduce the Wastewater Treatment Plant's (WWTP) effluent temperatures to satisfy the current temperature limit based on the data collected during the pilot study • Develop a recommendation for a full scale temperature treatment facility provided the cooling tower appears capable of satisfying the temperature limit 3. Constructed Wetlands Pilot • Develop a pilot study protocol (including staging, intended operation, and monitoring activitie_s) for submission to the Idaho Department of Environmental Quality (IDEQ) • Evaluate the performance of the University ofldaho's existing constructed wetlands west of the WWTP; the wetlands currently consist of three parallel trains, each with a submerged wetland and a free surface wetland • Summarize the ability and effectiveness of the constructed wetland to reduce the WWTP's effluent temperatures to satisfy the current temperature limit based on the data collected during the pilot study • Develop a recommendation for a full scale temperature treatment facility provided the existing constructed wetland appears capable of satisfying the temperature limit AGREEMENT FOR ADDITIONAL ENGINEERING SERVICES - A IT ACHMENT "2014 - A" J-U-B ENGINEERS, INC. - PAGE 1 ---PAGE BREAK--- Approach ENGINEER will assist CITY with evaluation of the cooling effectiveness of a constructed wetlands and/or a cooling tower. The project will be broken into the following subtasks for each option: • Preliminary Evaluation and Development of Testing Protocol • Pilot Testing Support • Final Report ENGINEER will provide administrative and engineering services specifically limited to the following: Cooling Tower Task 1 - Prelimina1y evaluation 1. Provide technical support during a workshop with the City Council's Public Works Committee to review current fmdings and need(s) for the pilot evaluation. 2. Determine potential location of, and plumbing for, a cooling tower pilot unit at the WWTP. The current anticipated location is between the re-aeration basin and the chlorine contact basin. CITY will provide logistical support including installation of a feed pump for the pilot unit and other items as considered necessary for the pilot. 3. Assist CITY with procurement of cooling tower pilot unit. The pilot unit is anticipated to be under one hundred thousand dollars ($100,000), so procurement will consist of three solicitations to qualified vendors through a semi-formal bidding process. 4. Develop monitoring, sampling, and pilot test protocols indicating required monitoring equipment such as temperature probes and weather station operation. Identify staffing needs and discuss options for operations by plant staff. 5. Submit pilot test protocols to CITY for approval, and to IDEQ for review as needed 6. Coordinate project set-up with CITY and IDEQ. Task 2 - Pilot Testing Support 1. Provide technical support to CITY during pilot testing. This will be limited to an estimated four hours per week including site visits as required. It is expected that the cooling tower will be operated from July 1 5 to August 1 5. The support estimate assumes two to four (2-4) hours per week of office coordination plus one site visit at project start-up and one visit every two weeks during the cooling tower pilot. The first week of operation is AGREEMENT FOR ADDITIONAL ENGINEERING SERVICES - ATTACHMENT "20 1 4 - J-U-B ENGfNEERS, INC. - PAGE 2 ---PAGE BREAK--- assumed to be used to start up the facility and troubleshoot operations. The remaining three weeks will be used for active operation of the pilot. 2. Review CITY provided data on a weekly basis to verify that ambient air, influent water, and effluent water temperatures appear reasonable. If data are highly variable, ENGINEER will recommend modifications to cooling tower operation and/or testing. Task 3 - Final Report Preparation 1 . Compile results of cooling tower pilot testing including: summarizing temperature data (influent and effluent) and ambient monitoring data (relative humidity, temperature, stream temperature). 2. Determine the likelihood of technology meeting eighteen degree C (18°) temperature limit. 3. Develop preliminary design criteria for a full scale cooling tower and update the construction cost opinion from 2011 Wastewater Treatment Evaluation - Temperature Report. 4. Provide two copies of draft and final reports to CITY. Constructed Wetland Task 1 - Preliminary evaluation 1. Review existing wetland layout and valving to determine suitability for pilot test. It is assumed that the pilot evaluation will include both subsurface and free water surface wetlands in operation. Temperature monitoring is assumed for the influent/effluent of the subsurface wetland and the influent/effluent of the free water surface wetland. The source water for the wetland is expected to be Paradise Creek immediately of the treatment plant discharge. 2. Develop monitoring, sampling, and pilot test protocols as well as recommendations for monitoring equipment such as temperature probes and weather station operation. Identify staffing needs and discuss options for operations by plant staff. 3. Submit pilot test protocols to CITY for approval, and to IDEQ for review as needed 4. Coordinate project set-up with CITY and IDEQ. Task 2 - Pilot Testing Support I . Provide technical support to CITY during pilot testing. This will be limited to an estimated four hours per week including site visits as required during the period the cooling tower is operating and four ( 4) hours per month during the remainder of the pilot test. The constructed wetland is expected to be operated from June 1 to October 1 5. Recommend modifications to wetland operation based on pilot results and WWTP operator observations to improve pilot performance. 3. Review CITY provided data on a weekly basis to verify that ambient air, influent water, and effluent water temperatures appear reasonable. If data are highly variable, ENGINEER will recommend modifications to wetlands operation and/or testing. Task 3 - Final Report Preparation 1. Compile results of wetlands pilot testing including: summarizing temperature data (influent and effluent for each wetland configuration), ambient monitoring data (relative humidity, temperature, stream temperature), and observed effluent quality (BOD/TSS/P/NH3/Fecal Coliform) results. 2. Determine the likelihood of the constructed wetland meeting eighteen degree C (1 temperature limit. 3. Develop preliminary design criteria for a full scale constructed wetland and update the construction cost opinion from 201 1 Wastewater Treatment Evaluation - Temperature Report. 4. Provide two copies of draft and final reports to CITY. Management Reserve Fund J-U-B Engineers, Inc. suggests that a Management Reserve Fund be established in the amount of five thousand dollars ($5,000) to provide CITY's authorized representative the flexibility of authorizing additional funds to the Agreement for allowable unforeseen costs or paying for additional services beyond the scope listed above. CITY provided services: This Scope assumes the following support from CITY: 1 . Actively participate in discussions about pilot goals, equipment locations, operational challenges, etc. 2. Provide daily observation of pilot study performance and identify any potential problems for resolution with ENGINEER. 3. Collect data as required for the pilots including the following: hourly ambient data including relative humidity, temperature, stream temperature (upstream and effluent temperature continuously through the study period; and other data as deemed necessary AGREEMENT FOR ADD!TlONAL ENGINEERING SERVICES - ATTACHMENT "20 1 4 - A" J-U-B ENGINEERS, INC. - PAGE 4 ---PAGE BREAK--- through the course of the study. All data is assumed to be collated by CITY and provided in Excel format. 4. Send data weekly to ENGINEER. 5. Procure, install and operate all required equipment. 6. Provide operations staff for pilot operation five days per week. 7. Constructed wetland specific items: • Perform improvements to constructed wetland as required to meet pilot study goals. • Conduct any required wetlands process testing including temperature, BOD, TSS, phosphorus, ammonia and fecal coliform. It is expected that five sets of temperature probes will be installed and monitored in the wetland by CITY. BOD, TSS, P, NH3 and fecal coliform data are expected to be collected weekly from the wetlands. All data is assumed to be collated by CITY and provided in Excel format. • Coordinate with the University of Idaho to use an existing water right on Paradise Creek as the supply water for the pilot study. Schedule: The proposed schedules for Tasks are itemized as follows: Task Days Notice To Proceed Preliminary Evaluation 45 Pilot Testing (from approval of preliminary evaluation 1 50 from CITY and lDEQ) Final Report (from completion of pilot study) 90 Compensation: Compensation for Tasks will be as follows: • Task I - On a lump sum basis of twenty one thousand one hundred dollars ($21, 100) for preliminary evaluation. • Task 2 - On a time and materials basis estimated at twenty five thousand nine hundred dollars ($25,900) for pilot study support related services. • Task 3 - On a lump sum basis of twenty seven thousand dollars ($27,000) for final report. • Management Reserve Fund - On a time and materials basis budgeted at five thousand dollars ($5,000) for additional services.
