RESOLUTION NO. 99-28 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, ESTABLISHING A PUBLIC FACILITIES IMPROVEMENT AREA WHEREAS, City of Moscow, Idaho has identified an area described by the boundaries of the North Polk Water and Sewer District (see attached map); and WHEREAS, this area contains at least two deteriorated public infrastructures: namely lack of adequate water supply, storm sewer, and sidewalks; and WHEREAS, this area also contains undeveloped and unmaintained properties; unsanitary or unsafe conditions; and WHEREAS, these conditions of slum and blight present a danger to public health and safety, impair the sound growth of the community and constitute an economic liability; and WHEREAS, it is the desire of the community to eliminate these conditions of slum and blight through the implementation of comprehensive public facilities improvements. NOW, THEREFORE, BE IT RESOLVED by the City Council for the City of Moscow, that the City of Moscow shall designate the above stated geographic area as a "Public Facilities Improvement Area'' FURTHERMORE, that the City of Moscow will work with the Idaho Department of Commerce for financial assistance to bring about the changes necessary to halt the deterioration of public infrastructure in and around the area.
