TASK ORDER NO. 2 Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MOSCOW (CITY) AND HDR ENGINEERING, INC. (ENGINEER) This Task Order is made this. day of October, 2016, and entered into by and between the City of Moscow, a municipal corporation of the State of Idaho (hereinafter "City''), and accepted by HDR Engineering, Inc. (hereinafter "Engineer''), pursuant to the mutual promises, covenant and conditions contained in the Master Agreement between the above mentioned parties dated August 30, 2016. The J>roject Name for this Task Order 2 is as follows: CITY OF MOSCOW Indian Hills Booster Pump Station Alternatives Analysis PRQJECT UNDERSTANDING The City of Moscow (City) is evaluating two locations as potential sites for the proposed replacement Indian Hills Booster Pump Station (BPS). The envisioned new BPS would be an above-grade facility located at one of these locations, with pumps and associated suction/discharge piping to provide required fire flows for the Indian Hills pressure zone. The objective of this task order is to analyze the two locations to determine if they are viable for consideration as BPS sites, from a hydraulics perspective. The analysis is intended to identify: • The size of pumps (flow and total dynamic head, TDH) required to meet projected domestic demand and fire flows. • The length and diameter of suction and discharge piping required to connect the BPS to the low (suction side) and high (discharge side) pressure zones. • Upgrades needed (if any) within the existing Indian Hills pressure zone 6-inch piping to support required fire flows. SCOPE OF WORK The Scope of Work for this task order is described below. Task 1: Project Management Provide management of the task order. Specific sub-tasks: • Organize and manage the task order team. • Coordinate with City project manager. Task Order 2 Indian Hills BPS Analysis HOR Engineering, Inc. Page I of3 2-0\:-DI 5 ---PAGE BREAK--- • Prepare invoices and progress reports Deliverables: invoices and progress reports by email in PDF format. Task 2: Hydraulic Modeling and Analysis Conduct hydraulic modeling and analysis of potential BPS locations. This will be comprised of steady state (SS) simulations to identify proposed pump characteristics design flow and TDH) for both duty and fire pumps, and necessary piping upgrades to convey required flows at appropriate pressures. Deliverables: Results will be included in Technical Memorandum. See Task 3. Task 3: Produce Technical Memorandum Document the results of the analysis and discuss with City. Specific sub-tasks: • Prepare Draft Technical Memorandum. • Discuss findings with City staff via phone. • Prepare Final Draft Technical Memorandum, based on City comments. Deliverables: Draft and Final Technical Memoranda, in PDF. ASSUMPTIONS 1) Notice to Proceed will be granted by November 1, 2016. Task will be completed by November 30, 2016. 2) The City's current hydraulic model, as maintained by HDR, will be used for analysis. No updating or calibration of the hydraulic model is required. 3) The analysis will utilize the projected water demands presented in Keller Associates' Draft Technical Memorandum entitled: Indian Hills Booster Station Feasibility Study (September 23, 2015). Key assumptions are: a. Peak Hour Demand = 210 gpm b. Maximum Day Demand= 69 gpm c. July (Summer) Demand = 53 gpm d. January (Winter) Demand = 23 gpm e. Fire Flow Requirement = 1,500 gpm 4) Assumed pressure constraints, based on the reference document mentioned above, are: a. Target minimum pressure in the boosted zone = 60 psi b. Target maximum pressure in the boosted zone= 85 psi c. DEQ requirements for minimum pressure throughout the water system = 40 psi (peak hour) and 20 psi (fire flow events) 5) Ground elevations for the proposed BPS sites will be based on information contained in the hydraulic model, unless the City has more recent topographical data to support the analysis. TIME OF COMPLETION and COMfENSATION SCHEDULE The following schedule is based on a Notice to Proceed (NTP) from the City by November 1, 2016 and resulting in completion by end of November 2016. An NTP issued on a different date will change the schedule accordingly. No compensation will be paid over the Not-To Exceed amount without prior written approval by the City in the form of a Change Order. invoices shall be billed as a percentage of work completed. Any and all travel will only be reimbursed if pre-approved by the Project Manager, and only per the City of Moscow Travel Policy. Reimbursable expenses will be paid at cost and only if pre-approved by the Project Manager, and accompanied by an itemized receipt. Any travel and/or reimbursables paid will be paid as part of the Not-To-Exceed Task Order Total per the Compensation and Completion Schedule above.
