RESOLUTION NO. 2000-02 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO. AMENDING CURRENT TREE PLANTING DEDICATION FUND GUIDELINES. WHEREAS. the City has established a Tree Planting Dedication Fund which is used to facihtatc the planting of trees pursuant Moscow Citv Code Title 5 Chapter 8: Moscow City Code Title 5 Chapter L and City of Moscow Standard Construction SpecificatiOn and Drawings as adopted: and WHEREAS. the Council desires that developers and other persons interested in the plantmg of trees within the City be made aware of the fund and its related guidelines: WHEREAS. the Council wishes to amend its current guidelines to accommodate subdivision lots which do not otherwise fit into standard classifications: NOW. THEREFORE. BE IT RESOLVED by the Mayor and City Council of the City of Moscow as follows: A MOSCOW TREE PLANTING PROGRAM (The Process from Planning through Plantmg) l . The developer submits its subdivision plan to the Community Development Department. 2. The subdivision plan is then routed through the Parks and Recreation Department to determine how many street trees will be required in each lot of the subdivision. 3. The developer pays the appropriate amount into Tree Planting Dedication Fund when other required fees arc paid as phases are developed. 4. When new addresses arc assigned to the lots within the subdivision by Community Development. the Parks and Recreation department enters the new addresses into its tree inventory database. 5. Realtors arc supplied with information regarding the process for obtaining allotted trees which can be passed on to homebuvers within the subdivision 6. The new homeowner submits an application to the Parks and Recreation Department for a permit to plant trees. and requests the usc of funds from the Tree Plantmg DediCation Fund. 7. The Parks and Recreation department reviews the homeowner's permit for appropriateness of species and location and determines whether the homeowner qualifies for funds from the Tree Planting Dedication Fund. Once the permit is approved, it is mailed to the homeowner along with a voucher for the specified tree(s) in au amount not to exceed the amount allocated for the trcc(s) m the original tree planting dedicatiOn fcc assessed. 9. The homeowner chooses the trcc(s) at the nursery and plants in the appropriate location(s) I 0. The nursc0· bills the City directly for the cost of the trcc(s) not to exceed the amount indicated on the tree voucher. The tree voucher aud nursery invoice arc mailed to the City II. Invoices are approved for by the Parks and Recreation department after inspection of the planted tree(s). 12. All new trees arc entered into the City's tree inventory database. 13. After one year, a follow-up inspection of the plantings is done to determine their condition. 14. The term of the tree planting program for each subdivision will be ten (10) years from the date of City Council approval of the final plat for the subdivision. 15. Following the expiration of the ten (10) year term, any monies remaining from the original developer tree planting dedication fees (not including interest accrued to the Tree Planting Dedication Fund) will be used for tree planting m public areas servmg the subdivision. 16. City staff will submit reports as requested by the City Council. B. TREE PLANTING DEDICATION FUND GUIDELINES 1. The following shall be the required tree planting allotment for each type of lot in a subdivision as designated. a) Comer Lots- Four trees per lot b) Regular Lots- Two trees per lot c) Cul-de-sac Lots - One tree per lot d) Flag Lots- No trees. e) Developed Lots- Tree allotment will be determined on a case by case basis. f) Other Lots - Tree allotment will be determined based on the City's Arboricultural Specifications aud Standards Guide. 2. For purposes of computation and assessment of required tree plantings, trees arc assumed to be large growing trees (i.e. fifty feet (50') or more at maturity). The recommended size of the tree at planting is one and three-fourths inches caliper as measured at six inches ( 6 above ground level. 3. All calculations, species selections and plantings should comply with the City's Arboricultural Standards and Specifications Guide. This Resolution shall be in full force and in effect as of the date of its passage. PASSED by the City Council and APPROVED by the Mayor this 24th day of January, 2000.
