That Section 3 of Ordinance No. 986 be, and the same is hereby amended to read as follows: "SECTION 3. One of the following two methods may be used to detem.ine ano establish the full cash value of each lot, block and parcel of land or any unplatted erea lying within Lor.al Improvement District No. 62 or any subsequently formed Local Improvement Districts, viz: The City Council shall appoint for Local Improvement District No. 62, or for an y subsequently formed Local Improvement Districts, not less than three nor more than five disinterested persons who are residents and taxpayers within the City of Moscow, to investigate, determine and establish the full cash value of eAch lot, block and parcel of land, or any unplatted area lyine within Local Im!?rovement District No. 62, or any subsequently formed local improvement districts; or, The City Council shall appoint one (or more) disinterested qualified apprHisers known to be of professional standing, to investigate, determine, and establish the full cash value of each lot, block, parcel of land or unplatted area lying with Local Improvement District No. 62, or any subsequently formed local improvement districts." SECTION 2. This ordinance shall take effect and be in full force upon its passage, approval and publication in one issue of THE DAILY IDAHONIAN, a newspaper of general circulation in said City, published at l-1oscmv, Idaho, and being the official newspaper of said City. PASSED under suspension of rules upon which a roll call vote was duly taken and duly enacted an Ordinance of the City of Moscow, Idaho, at a regular meetinŠ of the Council, held on the 2nd. day of July, 1962, at 7:30 o'clock P.N., Pacific Daylight Saving Time.
