Moscow's 1912 Center "RENOVATING A TRADITION, PRESERVING OUR HERITAGE,, A Proposal To PLAN AND MANAGE A CAPITAL CAMPAIGN TO RENOVATE MOSCOW'S 1912 CENTER VERITAS Advisors, LLP 802 West Bannock St. Suite #401 Boise, Idaho 83702 (208) 385-7070 September 2001 2001-4& ---PAGE BREAK--- INTRODUCTION Tradition and heritage are rich elements of the Palouse Region, and especially within the City ofMoscow. Home to Idaho's land grant university and a large agricultural Moscow is reshaping it's future as a growing city, vibrant cultural center, progressive social service hub, and an arts community. For decades the Moscow City High School, also known as the Whitworth School, served as the heart of Moscow's secondary education. It built tradition, served as a rallying point for spirit, and offered a variety of forums for the city to unite behind the youth of the community. Today, listed on the National Register of Historic Places, the spirit and memories of the 1912 Center remain. However, to preserve this rich heritage and tradition, the building must be renovated and given a new orientation. The 1912 Center project is the conduit for this renaissance. Moscow City leaders have committed to renovating the 1912 high school building and turning it into a center that will be home to family events, historical and heritage recollections, science exploration, and artistic expression. The center is planning on housing senior citizen activities, serving as a gathering place for training and relationship building for residents with developmental disabilities, being a facility for arts instruction, functioning as a center for scientific study and exploration, and becoming the community focal point for learning about the great Palouse history and heritage. Importantly, it will also provide an outdoor courtyard for citizens to socialize. The 1912 Center will include rooms such as the Great Room, Commercial Kitchen, Auditorium, Community Lounge, Moscow Hall of Fame, Heritage Programs, and the Palouse Discovery Science Center. To meet the renovation costs, Moscow City leaders have embarked on a $5.5 million capital fundraising campaign. One generous anonymous donor has contributed a $2 million gift. One million dollars of the gift is a dollar for dollar matching grant. Additionally, over $500,000 has been contributed from smaller gift donors including gifts from four foundations. With this early success, the campaign must raise a balance of approximately $3.5 million over a two-year period. The fundraising campaign goal, based on best estimates, will cover costs associated with construction, relocation, staffing, furnishings, and an upgraded security system. CAMP AJGN OBJECTIVES Working in close collaboration, Moscow City and VERITAS will design, implement, and manage a comprehensive fundraising campaign to: l. Raise $3.5 million by October 1, 2003, to complete renovation and restoration of the 1912 Center. Moscow 1912 Center Proposal- 9/14/01 2 VERITAS Advisors, LLP ---PAGE BREAK--- 2. Expand the 1912 Center's circle of support within Moscow, the Palouse region and wherever former interested residents are now living. 3. Plan and design a targeted and mass public communication program promoting the 1912 Center to Moscow and Palouse residents increasing their awareness, highlighting benefits to the community, and presenting the opportunity to become involved. MOSCOW CITY'S ROLE 1. Identify an individual within Moscow City leadership to serve as a volunteer liaison. Liaison duties include serving as a communication link between VERITAS and Moscow City officials, and providing VERITAS insight and background information regarding local issues, people, and politics relevant to this project. 2. Identify and request Mr. Gary Riedner (or his designee) and four ( 4) other individuals to commit to 24 months of service on the campaign core group. 3. Provide sufficient numbers of individuals from among formal and informal leadership circles, civic boards, community organizations, prospective 1912 Center tenants, and interested others, to solicit financial gifts for this campaign. These members must meet solicitor criteria designed by VERITAS for effective campaign solicitors. 4. Provide all necessary Moscow City-related information and material requested by VERITAS for the campaign. VERITAS' ROLE 1. Provide professional capital campaign management, working closely with Moscow City. Dr. J. Kirk Sullivan, will serve as the campaign contact person for VERITAS. Dr. Sullivan and the VERITAS team will develop and direct the campaign's fundraising research, strategy, and management. VERITAS will direct the efforts of all those associated with the campaign. (See Appendix A for resumes.) These efforts include helping evaluate and train potential campaign solicitors and providing them with compelling campaign messages and materials. Please note: VERITAS will not serve as the campaign's primary solicitor. 2. Recruit an individual to work for VERITAS throughout the campaign. This person will be located in Moscow City area as the campaign's on-site coordinator. This person will be a contract employee of VERITAS and must commit to this role for the two-year campaign. This includes planning and managing the development of a campaign communication strategy and material. The campaign manager will manage all communication planning, strategy, and material development and advice. VERITAS staff and advisors associated with Veritas. All communication efforts will be coordinated closely with and approved by Moscow City leaders. 4. Seek private and public grant opportunities for the campaign. This includes providing grant-related research, writing, management, and administrative services over the course of the campaign. Anne Ellis, VERITAS grants and foundations expert, will serve in this capacity. Joint Roles --Moscow City and VERITAS 1. Develop the campaign strategy and budget. 2. IdentifY and evaluate a sufficient number of potential campaign contributors who have the means and inclination to make a major gift to the Moscow City campaign. VERIT AS will lead the process to classify and evaluate prospective donors. 3. Effectively communicate with all of Moscow City's important audiences, as provided for in the campaign communication strategy and/or as advised by VERITAS. CAMPAIGN ASSESSMENT This campaign is already operating and has received some major funding. Prospective solicitors have been recruited, prospective donors have been identified, potential grant opportunities have been researched and evaluated, and materials have been designed. There does not appear to be any information about the breadth nor depth of community support for this project. VERIT AS believes a thorough assessment of the materials, the quality and quantity of prospective donors and solicitors, potential grant opportunities, and the degree of community support for the 1912 Center project must be performed prior to any solicitor training or solicitation. FuNDRAISING STRATEGIES There are two strategic models typically used to raise funds: Jo> Committee Structure: This traditional approach involves 7-10 committees of as many as 60-80 volunteers. If the client can staff the committees with active, dedicated volunteers, this process works extremely well. Jo> One-on-One: This more streamlined approach requires a smaller number (12-18) of volunteer solicitors. VERITAS and Moscow City meet individually with each solicitor, thereby keeping solicitor committee meetings to a minimum. Compared to the committee model, this model requires greater involvement by VERITAS and Moscow 1912 Center Proposal- 9/14/01 4 VERI'fAS Advisors, LLP ---PAGE BREAK--- a core leadership group. This core group is involved in approving strategy and material, reviewing grant applications, identifying and recruiting solicitors, identifying prospects, building volunteer spirit, and monitoring the overall campaign status. Whichever model is used, it's essential that everyone involved recognize that no single person can or will raise the goal of $3.5 million. VERIT AS recommends implementing the one-on-One model. It requires a dedicated team of committed, trained individuals working diligently over time to successfully raise such a large sum of money. VERITAS anticipates twenty (20) on-site visits to Moscow for up to three days each throughout the twenty-four (24) month campaign time period corresponding to assessment, training, communication, and management activities set out in the timelines (See Appendix Meetings of the core group will occur throughout the campaign time period. Telephone conferences will occur, at a minimum, weekly between the on-site consultant and VERITAS. PROJECT COSTS At this preliminary stage, we do not have enough information to provide a definitive campaign cost estimate. Based on preliminary information, we estimate that Moscow City will have to invest $180,888 over two years to raise the campaign goal of $3.5 million. These costs include professional fees, administrative expenses, solicitation and communication materials, plus the cost fur subcontractors we use for certain campaign elements. Overall campaign expenses are outlined below. Project Management Fee: 24 months for VERITAS team including on-site consultant. Operating Expenses: Travel (20 trips), lodging, telephone, supplies, postage, copying, entertainment, etc. Fundraising Elements: Prepare campaign plan and case statement; prospect identification and cultivation; solicitor selection and training; communications; plan and conduct cultivation events; donor recognition; time and materials, etc. Estimated Total Project Costs Moscow 1912 Center Proposal- 9/14/01 5 $120,000 $24,888 $36,000 $180,888 VERITAS Advisors, LLP ---PAGE BREAK--- PAYMENT PROCEDURES VERITAS will bill Moscow City a set amount for management fees and administrative costs. Additionally, we will request reimbursement from Moscow City for fundraising elements as these costs are incurred. SUMMARY Management fees Operating charge $5,000 $1,037 $6,037 + fundraising element costs incurred The Moscow City's fundraising goal is ambitious. However, the important purpose the 1912 Center will serve makes achieving this goal a challenge that must be met. There is no doubt that the challenge is made even more daunting given the slowing economy, the lack of certainty that philanthropic community will participate and the fact the University ofldaho is in the middle of very, very large capital campaign right now. Taking all of this into account, VERITAS has concluded that working with Moscow City in a committed, well-planned, and well-managed fundraising partnership, the necessary funds can be raised within a 24-month campaign. Kirk Sullivan Managing Partner APPENDIX A RESUMES B.S., M.S. and Ph.D. -Clemson University Program for Senior Executives -Massachusetts Institute of Technology Kirk Sullivan brings a variety of management experiences to VERIT AS Advisors with more than 40 years of experience in general management, contract negotiations and public affuirs. Kirk sets the standard for VERITAS in philanthropic fund-raising, generating over $325 million for local, regional and national causes. Sullivan began his career with the FMC Corporation, implementing the successful design and start-up of several industrial chemical-manufacturing processes. He forged new territory in environmental research with FMC and led a team in the international technology transfer for phosphorous plants. While working with Boise Cascade Corporation for 28 years, Sullivan managed corporate environmental and governmental affuirs programs. His responsibilities in the areas of environment, human resource, tax and timber supply significantly contributed to the corporation's success in the industry. A critical role with Boise Cascade was Sullivan's successful leadership of an industry-wide team organized to resolve a major environmental policy proposal tbat would have resulted in mill closures and a bottom line industry impact of $40 billion. A key supporter of the arts, social services and education, Sullivan holds prominent positions as a Key Bank ofldaho Director, member of the University ofldaho Foundation, member of the St. Alphonsus Regional Medical Center Board of Trustees, Trustee of the Public Employee Retirement System ofldaho, and Trustee of the Heard Museum. John D. Watts Partner Business Management Series, Boise State University Master of Public Affairs/Administration -Boise State University Bachelor of Science in Political Science -Weber State College As a political analyst and technical strategist, John Watts specializes in voter research, message development, voter targeting, and constituent contact. He uses state-of-the-art communication, voter profiling and geographic mapping techniques. Watts has a successful history in political campaigns crafting effective messages and disseminating them through integrated constituent communication approaches. He also planned and directed philanthropic campaign activities for Lewiston City Library, Humphreys Diabetes Education Center, Idaho Red Cross, and the Idaho Hispanic Cultural Center. He has conducted and presented feasibility studies, conducted training, formulated case statements, and organized volunteer activities. Issues cover laud and wildlife management, education, medical services, employment, people with disabilities, public transportation and property taxes. His success has left a positive mark at the city, legislative, state and congressional levels. Watts has conducted seminars on grassroots networking and communication addressing ballot issue campaign organization, the legislative process, and philanthropic fundraising strategies for grassroots groups and organizations. In addition to being a trainer, Watts has managed ballot issue campaigns or consulted with local political campaign leadership teams in Idaho, Alaska, Utah, British Columbia, Canada, Maine, Nevada and Wyoming. An avid outdoor enthusiast and human rights advocate, Watts dedicates much of his spare time to hunting, river and wildlife habitat preservation efforts, and securing services and rights for people with disabilities. Anne Ellis Vice President, Foundation Specialist Bachelor of Arts in Political Science - University of Idaho Candidate, Master of Public Administration, Boise State University Anne has been with VERITAS since 1999 and heads up our grant writing services. Foundation and corporate grants are instrumental in most fundraising programs and Anne is building a record of success. Additionally, she is the Assistant Project Manager for the Log Cabin Literary Center fundraisiug campaign. In addition to being our foundation specialist, Anne takes on a variety of roles, dedicated to ensuring the highest level of service for all of our clients. She assists in various fundraising activities, including training workshops and developing campaign materials. She also provides technical support for our targeting and campaign services. With personal front-line grassroots experience working for political candidates, Anne brings real world experience to our grassroots planning strategies. Before joining VERITAS, she successfully completed an internship at the United Nations Drug Control Prognmune in Vienna, Austria, where she was responsible for briefing high-level officials in preparation for country visits, analyzing current Progranune policies and preparing correspondence to dignitaries in the Middle and Near East Anne is currently pursuing a Masters in Public Administration from Boise State University. Roy Lewis Eiguren Partner Executive Program - Dartmouth College Juris Doctorate - University of Idaho College of Law Georgetown University Law Center Recognized as one ofldabo's most influential lobbyists and lawyers, Roy Eiguren represents business associations and local and national companies in the areas of administrative, regulatory, business, finance and legislative law. This representation and public policy success gives Roy extraordinary access to a host of decision makers and leaders at all levels of government. He was instrumental in raising funds for the Republican Party, dozens of republican candidates, and the Republic National Convention. He has also planned and implemented numerous philanthropic fundraising campaigns. As a past senior administrative officer in the Idaho Office of the Attorney General, Eiguren spearheaded several precedent-setting cases involving natural resources and envirorunental law. Eiguren has represented clients in public policy matters in communications, timber, banking, technology, insurance, publishing, utilities, medical, education, food manufacturing and environmental affitirs. A strong believer in heritage and community, Eiguren serves as the Honorary Vice Consul of Spain to the State of Idaho, and contributes his time and expertise to the following boards and committees: American Basque Foundation, United States Olympic Committee (Idaho Section), Idaho State Capitol Commission, University ofidaho College of Law Advisory Committee, Boise Metro Chamber of Commerce, Idaho Association of Commerce and Industry, Boise Philharmonic Association, Boise Area Economic Development Council, and Saint Alphonsus Regional Medical Center Foundation.
