TASK ORDER NO. 1 Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL ENGINEERING SERVICES BETWEEN CITY OF MOSCOW, IDAHO AND Z ENGINEERS, PLLC This Task Order is made this 22nd day of August , 201Z_, and entered into by and between the City of Moscow, Idaho, a municipal corporation of the State of Idaho (hereinafter "City"), and accepted by Z Engineers, PLLC (hereinafter "Engineers"), pursuant to the mutual promises, covenants and conditions contained in the Master Agreement for Professional Engineering Services between the above mentioned. parties dated the 21 st day of August , 2017. The Project Name for this Task Order 1 is as follows: CONTROL SYSTEM PROGRAMMING AND INTEGRATION FOR CITY OF MOSCOW WATER AND WASTEWATER CONVEYANCE SCADA PROJECT PROJECT UNDERSTANDING This Project phase is to provide Control System Programming and Integration services for the Water and Wastewater Conveyance SCADA Project including Programmable Logic Controllers (PLC's), SCADA system and communications equipment. All of the new control system hardware will be supplied by the contractor (Electrical Contractor and Control System Integrator), as specified in the contract bid documents. This Agreement for programming services includes developing, testing and implementing the various automated PLC and SCADA programs for control and monitoring of the equipment at CITY's water sites and four ( 4) sewer lift stations. All terms in the Master Agreement for Professional Engineering Services between the Parties are incorporated in each Task Order. SCOPE OF WORK A. 1. PLC program development for ten (10) PLCs and four lift stations. 2. Assist with communications system configuration for fourteen (14) sites, plus three new booster stations under construction by others. This includes configuring the cellular radio modems and coordination with CITY for network connections. 3. SCADA system program development and tagname database development to integrate the new water system information into the WWTP Wonderware application. Up to twenty (20) new screens shall be added including system overview, screen for each site (17), alarm and event summary, and trending. SCADA system configuration for online Historian including user configuration, dashboards and SmartGlance screens for seventeen (17) sites. 5. Add new alarms to WIN 911 alarm system. 6. Software testing and simulation of the programs at the panel builders' shop. 7. On-site control system startup, testing and commissioning. 8. Conduct two separate training sessions for operators and staff. 9. Provide support and operator assistance during the commissioning phase for adjustments and troubleshooting. B. Deliverables: PLC and SCADA system final program applications. C. Project Schedule: The Project schedule for the programming phase work is expected to begin upon award of the construction contract, and will be completed by the end of the contractor construction schedule. D. Exclusions: The following services are not included in this Scope of Work. A separate proposal will be provided for these services upon request. 1. Extended support. Programming support will be provided for the control systems through final testing, commissioning, training and final acceptance of the Project by CITY. Extended support beyond this period will be negotiated as a separate support Agreement, upon request. 2. PLC programming or control of the three booster stations. Status and alarm monitoring for the stations will be provided as part of this Agreement. Control system programming for these sites will be provided by others. ASSUMPTIONS TASKS A. ENGINEER Deliverables: Define how the equipment and systems will interface with each other, which operations will be automated, and which data will be logged and monitored. This will be developed with input and close coordination with CITY. PLC system programming will include development of the control logic and PLC code to monitor and control the existing equipment at a location designated by CITY within CITY for two existing wells, four ( 4) additional existing well sites, two existing booster stations, three existing reservoirs, and the four ( 4) sewer lift stations. The new telemetry control system will be configured to communicate to SCADA and the other PLC's for process information and alarms. The SCAD A programming task will include programming and software development for the new water SCADA system computers (up to two[2]); location to be designated by CITY. This computer will communicate with the master telemetry PLC, as well as the other system PLC's on the control system network, to gather process and equipment data. The SCADA computer will be linked via fiber optic network connections and cellular radios to the PLC's, and will display the status and alarms for all locations on the SCADA system. All of the data will be logged onto the SCADA computer hard drive to allow for data trending and alarm monitoring. The new water SCADA application will be developed using Wonderware SCADA software, currently owned and maintained by CITY. It is understood that CITY will purchase additional runtime licenses and PC's for the new water system computers. ENGINEER will modify the existing WWTP Wonderware application to add the water system screens. The WWTP screens will not be changed as part of this Project, only imported into the new application. The new water system SCADA screens will include clear and simple graphical screens to allow the operator to view the equipment and systems. Control set points can be modified at the SCADA computer, which will be password protected for the qualified operators. The SCADA system will log all process data, events, and alarms into a Wonderware Historian SQL database on the computer. A software package will be provided for alarm monitoring (WIN 911 mobile), which will dispatch alarms to the operators' smart phone application via SMS text messaging. B. CITY Deliverables: Licensing for the Wonderware online Historian, which will provide additional data redundancy, reporting, and read-only viewing of system data from smartphones using the Wonderware SmartGlance app. This will be used by CITY operators in the field in lieu of local operator interfaces. A Virtual Private Network (VPN) router will be configured by CITY to permit secure connections to the control system network. This will be used by the system operators for remote access, and for ENGINEER's programmers to provide remote support. C. Other Tasks: The programming work will initially be done at ENGINEER's office. Following initial programming, the work will continue in the panel builders shop to test the programs and simulate field conditions. After the equipment is installed and verified by the electrical contractor, on-site startup and testing will occur for all of the automated systems. Provisions for follow up troubleshooting and debugging after completion of the Project are included in this scope of work. Operator training is included for the automated systems described above. ENGINEER shall perform the Services on a time and materials basis for a not to exceed total fee of forty nine thousand five hundred dollars ($49,500) as set out in Exhibit Compensation Estimate. · No compensation will be paid over the Not-To-Exceed amount without prior written approval by City in the form of a Change Order. invoices shall be billed for time actually spent on the Project. Design phase services are estimated at current 2017 hourly rates, with bid and construction phase services estimated at 2017 hourly rates. Billing will be based on the standard rates at the time of service. Payment terms will be Net Thirty (30) days from invoice date. 2. ENGINEER shall provide CITY with incurred invoices, as Services warrant, of fees earned and costs incurred for Services provided during the billing period, which CITY will pay within thirty (30) days of receipt of a correct invoice and approval by CITY. CITY will not withhold any Federal or State income taxes or Social Security Tax from any payment made by CITY to ENGINEER under the terms and conditions of this Agreement. Payment of all taxes and other assessments on such sums is the sole responsibility of ENGINEER. 3. Travel costs, including mileage, lodging and other travel expenses, are included in this cost. 4. invoices will be submitted, based on design progress and deliverables. Payment will be due to ENGINEER from CITY net thirty (30) days from invoice date. B. Time of Performance: Schedule: ENGINEER will provide the design phase deliverables within one hundred twenty (120) days of receipt of an approved Agreement and formal notice to proceed.
