RESOLUTION NO. 94-1 1 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, STATING THE POLICY OF THE CITY FOR PROVIDING FINANCIAL SUPPORT THROUGH BUDGET APPROPRIATIONS TO OUTSIDE ORGANIZATIONS AND AGENCIES FOR CONTRACTED PROGRAMS AND SERVICES TO THE COMMUNITY AND ADOPTING AN EFFECTIVE DATE. WHEREAS, the City of Moscow desires to fund programs and services beneficial to the community; and, WHEREAS, the City of Moscow has a limited amount of resources to appropriate; and WHEREAS, the City of Moscow recognizes that certain services can more effectively be provided by contracting with outside organizations and agencies. WHEREAS, activities and special events that will benefit the residents of the community should be considered for funding. NOW THEREFORE BE IT RESOLVED by the Mayor and City Council of the City of Moscow as follows: I. Consideration for such funding shall be identified by three categories: A. Activities that require seed money for one year for a single event. B. Activities that have the potential of becoming self-sufficient. This type of activity could be one that is starting up, has an obvious funding need, and a constituency that appear to have the potential of financially supporting the activity within a short period of time. An example could be a three-year grant that declines annually such that in the fourth year there would not be any further funding provided. C. Activities that provide a specific service to the purpose of the City that would be granted and contracted with the idea that this contract would continue for an extended period of time. D. Dues to cooperative agencies. 2. Outside organizations and agencies may make application to the City for funding on a form prepared by the City and submitting the proposal to the City Supervisor prior to September 15th of each year. The City Council will hear individual presentations and evaluate the application proposals. By November I Oth of each year, the Council will have approved applications for funding. ---PAGE BREAK--- 3. Approved grants will be assigned to a specific staff member for coordination. These grants will require a written contract with the organization or agency, defining the responsibilities and obligations of each party, and contain a definition of the nature of the service such that the results can be measured at the end of the contract period. 4. Contracts and agreements for City services required by statute and/or for routine departmental operations will not be considered a part of this grants for services process, and will be appropriated in specific departments through the established budget process. 5. A separate budget line item is hereby established for Outside Agency Grants with an amount to be appropriated based on guidelines by the City Council during the annual budget sessions. 6. That such policy be effective from the date of adoption of this resolution. PASSED by the City Council and APPROVED by the Mayor this 6th day of June, 1994. Paul C.
