RESOLUTION NO. 97- 04 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, ADOPTING STANDARD CONSTRUCTION SPECIFICATIONS (AS PART OF MOSCOW CITY CODE 5-1-5) TO BE USED IN THE CONSTRUCTION OF STREETS IN RESIDENTIAL ZONING DISTRICTS R-1, RESIDENTIAL ZONING DISTRICTS AND ADOPTING STANDARDS RELATING TO THE CONSTRUCTION OF STREETS, SUCH AS REQUIREMENTS FOR TREES, PLANTINGS, AND LANDSCAPING. WHEREAS, City of Moscow, Idaho has determined that it is in the best interest of the City and community to preserve the beauty of the City and to plan for consistent development of streets, subdivisions and neighborhoods within the City; and WHEREAS, a significant effort has been made to receive input regarding street standards from a wide variety of members of the community; and WHEREAS, the street standards herein were developed with input from developers, engineers, planners and other persons and groups with an interest in creating a pleasing and functional transportation system within the community; and WHEREAS, the street standards adopted herein are those which promote aesthetically pleasing, safe, and consistent planning of neighborhood and transportation systems now and in the foreseeable future. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MOSCOW AS FOLLOWS The City hereby adopts City of Moscow Engineering Department Drawing No. Sa (28' Wide Residential Street Section, Parking One Side), and the drawings, specifications and notes contained therein as approved by City Council as standards to be applied in Residential Zoning Districts R-1, R-2, and R-3 as adopted in Moscow City Code Title 4, Chapter 2. The City hereby adopts City of Moscow Engineering Department Drawing No. 5b (34' Wide Residential Street Section, Parking Two Sides), and the drawings, specifications and notes contained therein as approved by City Council as standards to be applied in Residential Zoning Districts R-1, R-2, R-3, and R-4 as adopted in Moscow City Code Title 4, Chapter 2. The City hereby adopts City of Moscow Engineering Department Drawing No. 7b (Residential Street Lighting Alternates), and the drawings, specifications and notes contained therein as approved by City Council as standards to be applied in Residential Zoning Districts R-1, R-2, R-3, and R-4 as adopted in Moscow City Code Title 4, Chapter 2. ---PAGE BREAK--- The City hereby adopts the Moscow Tree Planting Program as standards and requirements in Residential Zoning Districts R-1, R-2, R-3, and R-4 as adopted in Moscow City Code Title 4, Chapter 2. It is the intent of the City Council to apply the standards herein adopted for Residential Zoning Districts R-1, R-2, R-3, and R-4 except in cases where a determination is made by the City Council pursuant to Moscow City Code 5-1-S(E) and related Moscow City Code sections that adherence to a standard contained therein is manifestly unsafe, creates excessive cuts and fills, or is unnecessary or undesirable because it is inconsistent with existing conditions in the location in which such standard is to be applied.
