City of Moscow Community Planning & Design Department [PHONE REDACTED] Minimum Plan Submittal Guidelines for Multi-Family and Commercial Plans. 1. An APPLICATION shall be completed and submitted before or with construction documents. 2. ALL APPLICATIONS AND PLANS shall include an accurate description of the entire scope of work. 3. PLANS may be submitted electronically or five sets of paper plans shall be provided. 4. PLANS must be legible, fully dimensioned and drawn to scale (recommend minimum 1/8" scale, 1/4" for structural, and 1”=10’ to 1”=40’ for site design) on sheets which are 18" x 24" min. (24” x 36” recommended). 5. ALL PLANS submitted must be signed by the person responsible for their preparation. When required, plans must be wet stamped and signed by a licensed architect or engineer registered in the State of Idaho. 6. SITE/CIVIL PLANS indicating the following information: Project address. Names, addresses, and telephone numbers of the property owner and the individual responsible for the preparation of the plans. Accurate description of the entire scope of work including existing and proposed structure square footage, construction type, and occupancy classification. North arrow, plan title, scale, drawing number on every sheet, and legend. Location of all property lines with dimensions. Dimensions and locations of all existing and proposed structures with dimensions of setbacks for each structure to all property lines including waste receptacle locations. Street name(s) for all adjacent streets. All easements, floodplain/floodway limits and other restricted use areas, with dimensions. Topographic contours providing elevations for existing and final grades, drainage patterns on the property, and all erosion control practices. Show all existing and proposed public/private utility meters, sewer connections, private sewage disposal systems, fire hydrant locations, and roadway and public improvements. Locations, dimensions, and slopes of all walks, parking areas, driveways, driveway approaches, public sidewalks, and other impervious surfaces. A parking plan that includes a tabulation of existing, proposed, and required parking spaces, striping, curbing, sidewalks, and provide a pavement cross-section detail. Locations of all buildings/structures on adjacent property within 10 feet of property line. (For possible shoring requirements outlined in item 17 and fire resistive construction determinations). Dimensions of all architectural projections (mansards, marquees, bay windows, signs, cornices, balconies, awnings, eaves, etc.). Note indicating that all construction must comply with all adopted City of Moscow Standards. 7. GENERAL NOTES shall be included on the plans to address all construction requirements. The general notes shall include information which addresses the following: Description of work Occupancy classification Construction Type Zoning District Assessor’s Parcel Number Legal description of parcel Traffic control plan (if required) City of Moscow Standard Plan Notes and Grading Notes If fire sprinklers are to be installed Structure sq. ft. calculations Building height Zone (Climate, Seismic, etc.) Applicable Codes 8. STORMWATER MANAGEMENT PLAN (when required) shall provide: Existing and proposed site drainage patterns. Drainage devices, such as catch basins, area drains, and sump pumps. Erosion and sediment control plan. Storm water detention facilities and report will be required for new impervious surfaces of 5000 sq. ft. or greater. ---PAGE BREAK--- City of Moscow Community Planning & Design Department [PHONE REDACTED] 9. FLOOR PLANS drawn to scale are required for every affected story. Every room shall identify the existing and the intended use. Door and window schedules shall be provided to identify the dimension and type of doors and windows. The floor plans shall identify all existing and new construction with a legend. 10. EXTERIOR ELEVATIONS drawn to scale for each side of the existing or proposed structure indicating existing and finished grade lines with building height dimensions. Show wall and roof finish material, and location of all openings. 11. CROSS-SECTION drawings shall be provided for the building of at least two locations in orthogonal directions. Additional section drawings shall be provided for rated assemblies, and points of connection for wall/foundation, wall/floor, wall/roof, ridge/rafter, ledger/wall, and structural beams. 12. STRUCTURAL PLANS drawn to scale shall be provided for each floor and roof level. Structural designs shall identify the size and spacing of all structural elements. Complete details shall be provided for: All construction assemblies including size and location of all structural anchors, with specifications of materials required for hold-down devices. Concrete reinforcement details, including the size, spacing, location and number of reinforcing bars. All lateral force-resisting elements, including shear wall schedules, diaphragm construction specifications, and construction details for steel frame elements. For prefabricated trusses, plans must indicate type of truss and connection details at time of submittal. 13. When deviating from the conventional construction provisions of the adopted construction Codes, STRUCTURAL CALCULATIONS shall be provided to substantiate the structural design. The structural calculations shall be wet stamped and signed by a licensed engineer or architect registered in the State of Idaho. 14. ACCESSIBILITY PLANS drawn to scale indicating compliance for: Accessible unit(s) and Adaptable unit(s). Accessible parking space standards with identification of slopes. Accessible routes to building(s) entrances and onsite facilities including mailboxes, waste receptacles, recreation areas, etc. with identification of slopes, ramps, landings, and handrail/guardrail designs. Accessible building entrances and paths of travel within the building(s) with identification of ramps, landings, and handrail/guardrail designs. Accessible features and facilities within the building, including restrooms, drinking fountains, counters, etc. 15. A complete and dimensioned LANDSCAPE design is required for all new Multi-Family/Commercial construction projects and most other projects which include revision to any existing parking and/or landscaping. 16. An International Energy Conservation Code checklist shall be included to verify energy conservation compliance. Energy conservation calculations shall be provided for computer or point methods. 17. A GEOTECHNICAL REPORT may be required for Multi-Family/Commercial construction projects. 18. SHORING plans and calculations may be required for all excavations which exceed four feet in depth or which remove lateral support from an existing building, an adjacent property or the public right of way. 19. FINAL PLANS a complete package of approved plans including site plan must be submitted through the cities upload page along with a minimum of two complete packages of approved plans. 20. SEPARATE PERMITS shall be required for any of the following: Electrical Mechanical Plumbing Pools and Spas Retaining walls (other than walls which are part of the building) Fire Sprinklers (State of Idaho Fire Marshal approved) Fire Alarm System Fences Grading Demolition Right of way use Street/sidewalk closure Driveway Aprons and Street use Flood Plain Development Signs
