RESOLUTION NO. 90-05 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF IDAHO, PROVIDING FOR THE ESTABLISHMENT OF A CABLE TV COMMUNITY ACCESS COMMITTEE; PROVIDING THAT THE COMMITTEE SHALL HAVE FIVE TO NINE MEMBERS; PROVIDING FOR OFFICERS; PROVIDING LIMITATIONS ON MEMBERSHIP; PROVIDING SHORT-TERM GOALS FOR THE COMMISSION; PROVIDING FOR THIS RESOLUTION TO BE IN FULL FORCE AND EFFECT UPON ITS PASSAGE AND APPROVAL. WHEREAS, the City Council finds it to be in the public interest to promote and study community access to the city's cable television system; NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF MOSCOW AS FOLLOWS: I. There is hereby established a TV Cable Community Access Committee to be made up of between five and eleven members who shall be residents of Latah County, Idaho or Whitman County, Washington. II. Members of the committee shall be appointed by the Mayor with the consent and approval of the City Council. Committee members shall serve a term of two years on this Committee, unless the Committee is discontinued by Council action at an earlier date. III. The Committee shall have the following responsibilities: A. Researching and advising the City Council on issues relating to community access, public access, educational access, and government access (PEG) television channels and systems. B. Promoting the use of existing public access resources. C. Educating the community regarding the potential services PEG channels could provide. D. Research the availability of resources in the community available to potential community access channels including provisions for studios, equipment, and funding. E. Evaluate the short and long term budgetary needs of a community access program. F. Report to the Council on viability of different management possibilities for community access channels. ---PAGE BREAK--- IV. The role of this Committee is strictly advisory to the Mayor, the City Council, City staff, and appropriate City Council subcommittees. V. Term. This resolution will expire two years from date of its adoption. It is the expectation that this Committee may evolve into a permanent committee with different or additional responsibilities prior to the expiration of this resolution.
