RESOLUTION 2004- 09 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, AUTHORIZING THE AMENDMENT OF THE COMPREHENSIVE PLAN LAND USE MAP (COMPREHENSIVE PLAN, FIGURE 8) TO REDESIGNATE PROPERTY LOCATED EAST OF THE EXISTING EAST END OF WHITE AVENUE AND SOUTH OF JOSEPH STREET, SHOWN ON EXHIBIT ATTACHED HERETO AND INCORPORATED HEREIN BY THIS REFERENCE FROM AGRICULTURAL/LOW DENSITY RESIDENTIAL (A/LR) AND TO LOW DENSITY RESIDENTIAL (LR) AND TO HIGH DENSITY RESIDENTIAL (HR); PROVIDING THAT THIS RESOLUTION BE IN EFFECT UPON ITS PASSAGE, APPROVAL, AND PUBLICATION ACCORDING TO LAW. WHEREAS, Multiple Family Residential housing is in high demand due to the high student population !rom the University of Idaho and due to its affordability, compared to other housing types; and WHEREAS, according to the City of Moscow Analysis of Impediments to and Fair Housing and Fair Housing Action Plan there is currently an insufficient amount of undeveloped land designated as High Density Residential on the east side of Moscow; and WHEREAS, the land proposed to be re-designated from Agriculture/Low Density Residential (A/LR) to Low Density Residential (LR) is intended for future single family residential subdivision and is found as being appropriate for that purpose; and WHEREAS, the subject lands are adjacent to lands currently designated as Agriculture/Low Density Residential (A/LR) to Medium Density Residential (MR); and WHEREAS, the Planning and Zoning Commission after the conduct of a public hearing on November 12, 2003 recommended approval of the subject Comprehensive Plan Map amendments; and WHEREAS, the Mayor and City Council held a public hearing on this matter on February I 7, 2004 and concluded that the proposed Comprehensive Plan Map amendments are appropriate; and WHEREAS, Idaho Code Section 67-6509(d) requires that the governing board not consider Comprehensive Plan Map amendments more frequently than once every six ( 6) months; and WHEREAS, the Mayor and City Council have not considered a Comprehensive Plan Map amendment within six months of their February 17, 2004 meeting. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of Moscow, Idaho as follows: That the Comprehensive Plan Land Use Designation of the property located East of the existing East end of White Avenue and South of Joseph Street and shown on Exhibit attached hereto and incorporated herein by this reference be changed from Agriculture/Low Density Residential (A/LR) to Low Density Residential (LR) and to High Density Residential (HR) and that the Comprehensive Plan Land Use Map (Comprehensive Plan, Figure 8) of the Moscow Comprehensive Plan be so amended.
