RESOLUTION NO. 2007 · 09 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, AMENDING RESOLUTION 2000-12 ADOPTED BY THE MAYOR AND CITY COUNCIL ON JUNE 19, 2000 TO EXPAND THE BOARD OF COMMISSIONERS OF THE URBAN RENEWAL AGENCY OF MOSCOW, IDAHO FROM FIVE COMMISSIONERS TO SEVEN COMMISSIONERS; PROVIDING THIS RESOLUTION BE EFFECTIVE UPON ITS PASSAGE AND APPROVAL. WHEREAS, on November 6, 1995 the Mayor and City Council approved Resolution 95-13 finding the City as a competitively disadvantaged boarder community, creating and empowering the Moscow Urban Renewal Agency, describing the Moscow Urban Renewal Agency, making findings of fact and declarations of necessity regarding the need for the Urban Renewal Agency, providing for the resolution to be effective upon its passage and approval; and WHEREAS, Idaho Code Section 50-2006(1) provides that a City Council has the authority to appoint not less than three and up to nine Agency commissioners; and WHEREAS, Moscow City Council Resolution 95-13, Section 7 stated that, "Three commissioners shall be appointed to the Moscow Urban Renewal Agency;" and WHEREAS, Resolution 2000-17, approved June 19, 2000, increased the URA Commissioner positions from three to five and WHEREAS, the Moscow Urban Renewal Agency Commissioners passed Resolution 2007-2 on the 24'h day of April, 2007, increasing the membership of the Agency Board from five to seven Commissioners; and WHEREAS, the Moscow Urban Renewal Agency Commissioners believe that the work of the Agency will be enhanced and more efficient if the Moscow City Council authorizes two additional positions on the Agency Board; NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Moscow as follows: SECTION l: In order to enhance the efficiency of the Moscow Urban Renewal Agency, the number of commissioners authorized by the Council to serve such Agency shall be increased from five to seven SECTION 2: The qualifications and eligibility of persons to serve on the Board of Commissioners shall be as defined and described in Section 50-2006 of Idaho Code, as the same now exists or may be amended hereafter, and as defined and described in Moscow Urban Renewal Agency Resolution No. 2007-2. SECTION 3: That, of the two new positions which are authorized by this Resolution, one position shall be for one year ending on December 31, 2007 and one shall be for two years ending on December 31, 2008. At the expiration of such at -large Agency Board appointments, subsequent appointments shall be for a two year term. SECTION 4: Additionally, within the seven member Agency Board appointments, the membership of the Agency Board should include at least one designated position from the membership of the RESOLUTJON 2007 -09 URA PAGE I OF2 ---PAGE BREAK--- Latah County Commission, which appointment shall be on an annual basis and shall be effective only during the tenure of such Latah County Commissioner on said Latah County Commission. SECTION 5: And, additionally, the remaining four Agency Board appointments shall be at-large appointments and such appointments shall be for five year terms with such terms staggered as follows: one appointment shall be for two years, ending on December 31, 2008; one appointment shall be for three years, ending on December 31, 2009; one appointment shall be for four years, ending December 31, 201 0; one appointment for five years, ending on December 31, 2011 . At the expiration of such at-large Agency Board appointments, subsequent appointments shall be for a five year term. SECTION 6: Agency Board appointees currently serving terms at the time of the effective date of this Resolution shall be reappointed by the Mayor and confirmed by the City Council in accordance with SECTION 4 and SECTION 5 hereinabove.
