RESOLUTION NO. 2017-12 A RESOLUTION OF THE CITY OF MOSCOW, IDAHO, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, AUTHORIZING THE TRANSFER OF FUNDS FROM THE HAMILTON FUNDS ACCOUNT TO THE PARKS DEPARTMENT FOR THE PURCHASE OF PLAYGROUND EQUIPMENT, AND INDIAN HILLS PARK DEVELOPMENT; PROVIDING THAT THIS RESOLUTION SHALL BE IN EFFECT UPON ITS PASSAGE, AND APPROVAL. WHEREAS, City was the recipient of funds from the estate of Bobby C. Hamilton for the purpose of providing recreational opportunities for the City of Moscow's children; and WHEREAS, City has committed One Million Dollars ($1,000,000) from the City of Moscow's Hamilton fund for the purpose of funding contribution for the construction of an ice-skating facility by the Palouse Ice Rink Association (PIR); and WHEREAS, City Council approved Resolution 2017-07 directing the remaining funds, included in the Hamilton bequest, be committed for future purchases of playground equipment/installation and pathways development, including access to and development of playgrounds within City Park properties; and WHEREAS, Moscow City Parks Department has developed a total cost estimate of One Hundred Eighty Thousand Dollars ($180,000) for the purchase of playground equipment and development of the Indian Hills Park playground, including accessibility to the Park. This amount includes costs associated with installing the playground equipment, developing accessible pathways, and installing irrigation and turf for the Indian Hills Park; and WHEREAS, Moscow resident Bill Parks recently donated Twenty Five Thousand Dollars ($25,000) toward the purchase of Indian Hills playground equipment to help with the Indian Hills Park development; NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Moscow as follows: l. The sum of One Hundred Forty Thousand Dollars ($140,000) shall be transferred from the Hamilton funds to the City of Moscow Parks Capital Fund for the purchase of playground equipment, costs associated with installation of the playground equipment, pathways development, and installation of irrigation and turf in the Indian Hills Park. 2. That this Resolution shall become effective as of the 19th day of June, 2017.
