RATIFICATION The Idaho Transportation Department, representing the Federal Highway Administration on all local federal-aid highway projects, is authorized to ratifY all agreements for engineering services entered into between sponsoring local agencies and their retained consultants. All references to State used hereafter shall denote tbe Idaho Transportation Department. DUTIES AND RESPONSIBILITIES OF CONSULT ANT A. The following attachments are made a part of this Agreement: a. Attachment No. 1 is the Consultant CADD Specifications and the negotiated Scope of Work, Cost Estimate, Man-Day Estimate. b. Attachment No. 2L is the Consultant Agreement Specifications which are generic to all agreements. In the case of discrepancy, this Agreement shall have precedence over Attachment No. 1, and Attachment No. I shall have precedence over Attachment No. 2L. 2. Aerial photography negatives and other items as identified in Section I, Paragraph 9 of the Consultant Agreement Specifications shall be sent to Greg Mead, Idaho Transportation Department, P.O. Box 7 129, Boise, ID 83707. 3. Per Diem will be reimbursed at the current approved rates. These rates are listed at http://ćww.itd.idaho.gov/design/cau/policies/policies.htm. IV. DUTIES AND RESPONSIBILITIES OF SPONSOR AND/OR STATE The Sponsor and/or State shall provide to the Consultant, upon request, copies of any records or data on hand which are pertinent to the work under the Agreement. V. TIME AND NOTICE TO PROCEED A. The Consultant shall start work under this Agreement no later than ten ( 1 0) calendar days from the receipt of the written NOTICE TO PROCEED. The Consultant shall complete all work by 01120/2008. B. The Consultant shall remain available to perform additional work for an additional sixty (60) days or until the Agreement is closed out, whichever comes first. VI. BASIS OF PAYMENT A. Payment Basis: Cost Plus Fixed Fee - Consultant agrees to accept as full compensation for all services rendered to the satisfaction of the State for completion of the work, the lesser of the actual cost plus the fixed fee or Not-To-Exceed amount of the Agreement. Reasonable increases in labor rates during the life of this Agreement will be accepted. Payroll additive rate, general administrative overhead rate, and unit prices are subject to adjustment during the life of this Agreement based on audit and negotiations. If the State approves an adjustment to the overhead rate or unit prices, the Consultant must then submit a written request to the Agreement Administrator requesting use of the approved rate( s) on this agreement. If the new rate( s) are accepted by the Agreement Administrator, they shall apply from the date the written request was made to the Agreement Administrator. An adjustment shall not change the Not-To­ Exceed amount of the Agreement. For projects of duration greater than two years, the Not-To-Exceed amount may be negotiated. In no case will rates be adjusted more than once per agreement year. F. PSA No. I is issued in the amount of $13,500.00 to perform the work of this Agreement. Box 9203 Moscow, Idaho 83843 Dear Mr. Klatt: December 23, 2005 Proposal: PM05124 RE: FINAL PROPOSAL RECEIVED DEC 2 ·7 2005 err< Of MOSCOW Geotechnical Engineering Evaluation D Street Improvements Moscow Idaho We are providing this revised proposal to perform a geotechnical engineering evaluation for the proposed modifications to D Street between Mountain View Drive and Eisenhower Street in Moscow, Idaho. Our October 6 proposal has been revised to reflect your comments received October 21, 2005. The purpose of the geotechnical engineering evaluation is to explore the subsurface conditions within the proposed improvement areas and to provide geotechnical recommendations to assist the City of Moscow and the project design team during project planning, design and construction. Our work will be summarized in a series of phase reports performed in reference to the Idaho Transportation Department (lTD) Materials Manual guidelines. At the time of this proposal, we anticipate a combined Phase II, Ill, V (Soil Profile, Pavement and Special Provision) report will be prepared for the project. In addition. a Phase IV Foundation Investigation report will be prepared for the project. PROPOSED CONSTRUCTION We understand D Street will be widened between Mountain View Drive and Eisenhower Street. D Street is currently classified as a minor arterial and conveys local and through traffic in the east-west direction. The road will be widened from 24 feet to 35 feet throughout the majority of the alignment. At the intersection with Mountain View Drive, the road will be widened up to 46 feet to allow turn lanes. Sidewalk and curb will be constructed on both sides of the road. The existing storm drain will be extended along the north side of the revised ditch line. Minor vertical adjustments in alignment are anticipated. Embankment will be required to be constructed on the south side of the roadway between stations 5+00 to 1 0+00. However, the embankment height is expected to be less then 4 feet. On the north side of the revised alignment, embankment will be constructed up to 4 feet in height between stations 10+00 and 11+00. Where Paradise Creek crosses D Street, the existing culvert will be lengthened and a new head wall constructed on the north side. Embankments may be up to 4 feet in height in this area. The total project length is approximately 1,600 feet. The reconstruction plan is to excavate the existing shoulder, provide full depth construction with an asphalt pavement surface matching the existing asphalt travel elevations. A full width overlay will then be provided for the entire roadway. Retaining walls other than the culvert headwall are not expected. PROJECT UNDERSTANDING The project will be funded with federal reimbursement. If mandated by the ITO, STRATA will revise this proposal to include a Phase I, Geologic Reconnaissance Report. STRATA's scope of services is not required to include a life cycle cost analysis for the various options for the proposed construction. We understand a combined Phase II, Ill and V (Soil Profile, Pavement and Special Provisions) report will be required for the proposed roadway improvements. We understand District II will provide local report review and life cycle cost of analyses if required. A Phase IV, Foundation Investigation report will be prepared specifically for the planned head wall and culvert subgrade preparations for the project. The limits described in the proposed construction section of this proposal will govern the extent of our evaluation. Preparation of the Phase reports does not require STRATA to prepare a term agreement with ITO or provide our report information in Microstation format. Based on our conversations with you, we understand exploratory drilling exploration is the preferred method to evaluate subsurface conditions. Life cycle cost analyses are not required for this project as options for reconstructing the roadway are limited. However, construction viability of various options including complete reconstruction, concrete pavement and overlays will be reviewed and discussed in the report. Report and technical information can be presented in standard English units. Metric conversion is not required. A soil profile is required by STRATA and base drawings will be provided by the City of Moscow. Traffic counts will be provided by ITO or the City of Moscow in ESAL format for the required design period. We understand the design year will be 2026. SCOPE OF SERVICES To generate our geotechnical scope of services, we have discussed the project parameters and reviewed our preliminary scope with you. We understand you have reviewed our proposed scope with LHTAC who has indicated the proposed services are satisfactory. Based on our understanding of the proposed construction, our understanding of the ITO requirements and the anticipated soil and geologic conditions, we anticipate the geotechnical engineering evaluation will require the following scope of services: Combined Phase II, Ill, and V· Soil Report, Typical Pavement Section and Special Provisions 1. Submit a traffic control plan to the City of Moscow to provide signage and one flagger during exploration. 2. Perform a visual reconnaissance of the road alignment to review existing drainage patterns, asphalt condition/distress, roadway alignment and to confirm the mapped surficial geology. Exploration locations will be established during the site reconnaissance. 3. Coordinate utility locates with Dig Line to help avoid utilities during exploration. 4. Excavate 4 to 6 exploratory borings along the proposed alignment. All boring locations are presumed accessible by truck mounted drills. Exploratory borings will be excavated 4 to 8 feet into the underlying soil or to bedrock, cemented gravel or debris refusal. Depending on access 1 of the borings near the headwall will be extended up to 12 feet to assess foundation conditions. Core drilling will not be performed. STRATA will need assistance from the design team and the City of Moscow to help obtain access, locate utilities and to identify the alignment for exploration. The number of exploratory borings may be increased or decreased depending on the subsurface conditions. Soil profiles will be logged and select soil samples will be obtained for laboratory testing. Borings will be backfilled with cuttings and will receive a bentonite and asphalt plug. Borings will not be surveyed by STRATA. We recommend City of Moscow survey exploration locations for accuracy. 5. The existing pavement section will be evaluated by performing 2 of the planned borings with an 8 to 18 inch-diameter asphalt cutting edge to obtain section measurements and subgrade samples. Traffic control and exploration equipment will be provided for exploration in the roadway. 6. Laboratory testing may include, but is not limited to, grain size distribution, pH, Atterberg Limits, direct or triaxial shear strength testing, resistivity and R-value (estimate 1 of each test depending on soil type). 7. The results from our field observations and laboratory testing with respect to soil and geologic conditions will be used to evaluate within the proposed alignment improvements. We understand the design team or the City of Moscow can provide the base site map and an alignment cross section to provide plan drawing consistency for soil profiles and foundation plat maps. 8. Based on the subsurface soil conditions encountered during the field evaluation, a typical pavement section and required materials will be evaluated with respect to asphalt pavement construction. 9. Our field and laboratory evaluation, engineering analyses and recommendations will be provided for the proposed improvements in a combined Phase II, Ill and V report as outlined in sections 16-230, 240 and 250 of the lTD Materials Manual. Six final copies will be provided. Two copies of unbound draft reports will be provided at your request. 10. Attend one meeting with the appropriate design and construction officials with the lTD at the Lewiston, Idaho, District II office to review the report recommendations and to answer any technical report questions. Additional meetings or report revisions will be accomplished on a time and expense basis beyond this proposed scope of services. Phase IV- Foundation Investigation 1. Based on the results of the field and laboratory testing, we will perform engineering analyses and provide recommendations for site preparation, excavation characteristics, wall foundation requirements, lateral earth pressures for retaining walls, site drainage, seismicity, and additional services recommended for the proposed wall construction. 2. Subsurface soil conditions observed during exploration will be used to prepare a foundation investigation map. STRATA will require cross sections and profiles along the proposed wall alignments in AutoCAD format from the City of Moscow. 3. The results of our engineering analyses will be summarized and presented with recommendations for retaining wall foundations in a Phase IV, Foundation Report as outlined in the lTD Materials Manual. Two unbound draft reports and six final copies will be provided. Attend one meeting with the appropriate design and construction officials with the lTD at the Lewiston, Idaho, District II office to review the report recommendations and to answer any technical report questions. One report revision will be provided at the request of the lTD as outlined above. The scope of services presented above does not include an engineering evaluation of erosion control, slope stability of less than 6-foot-high cuts or embankments along the proposed alignment, project surveying or construction observation. In addition, our scope has not budgeted for draft report iterations or meetings other than those listed above. Additional draft reports and meetings will be billed on a time and expense basis. Design Review STRATA will provide final design review of applicable plans and specifications if requested. The purpose of our review ;s to help provide geotechnical consistency between project planning, design and construction. One review iteration is expected. We recommend STRATA provide construction observation services during the earthwork portions of construction to verify the soil and geologic conditions. If we are not retained to provide the recommended services, we cannot be responsible for soil engineering related construction errors or omissions. SCHEDULE AND ESTIMATED COSTS Based on the described scope of services, we propose to perform the geotechnical engineering evaluation on a time and expenses basis. The anticipated fees for individual scope items are attached to this proposal. The scope of services for the geotechnical engineering evaluation and the associated fee are based on our understanding of the proposed construction. Our fee includes subcontracting exploration fieldwork equipment. progress billing statements will be provided to review the status of our services and the associated budget. We understand the design aspects of this project may occur in phases over time. We anticipate field exploration, laboratory testing and combined Phase II, Ill and V reports can be accomplished during the late fall of 2005 or winter of 2006. The Phase IV analysis and report will occur as the design concept is finalized and approved. At the time of this proposal, we anticipate the exploration and laboratory testing outlined above will remain applicable for the future Phase IV, Foundation Investigation of this scope. Combined Phase II, Ill and V reports can be performed within 6 to 8 weeks of our authorization to proceed, dependent on the availability of the required design information. STRATA will remain available during the design phases and to accomplish the Phase IV Foundation Investigation. FILE FORMAT AND DELIVERY Two copies of all drawings shall be furnished to the Department upon completion of the contract. One copy shall be a durable reproducible of the drawing stamped and signed by the Engineer. An electronic stamp is acceptable, provided it is registered and approved with the Board of Professional Engineers and Land Surveyors. Roadway plans shall be furnished on 279 mm x 432mm (11" x 17") sheets. Structure plans shall be furnished on 559mm x 864mm (22" x 34 sheets. The other copy shall be an electronic drawing file in a MicroStation .DGN file format. Electronic flies shall be delivered on one of the following: a. Standard CD-ROM format; b. 250 mb Zip Drive Cassette. Files shall be developed on MicroStation software, MDL Version 7.10.04 or lower, saved to the MDL Versions 7.10.04 or lower format from MicroStation Version 8.0 or higher, or converted to the MicroStation .DGN file format with all conversion errors corrected prior to delivery. If the consultant elects to convert files from other CADD sofrware to the .DGN format, the consultant may be required at various times during the contract period to provide proof that all conversion errors can be corrected. 2. FILE NAMING Electronic files shall be named using only an eight character file name with a three character extension. Only lowercase alpha or numeric characters with no spaces or special characters shall be used. The three character suffix defmes the file type to the computer software. This suffix must remain a part of the file name but will not generally be used for naming purposes. Project file names are composed of four parts; the key number (first four fields), sheet designator (next two fields), sheet number(last two fields), and the file extension. The four digit key number of the project is assigned by the Department. The sheet designator identifies the type of drawing that the file represents. The sheet number is a consecutive listing of the sheets for each individual drawing type. The extension is generally used to identify the type of file. A further explanation of standard naming conventions, sheet designators and file extensions used by the Department is contained in Exhibit attached. Revised 3/2003 ---PAGE BREAK--- 3. LEVEL ASSIGNMENTS AND SYMBOLOGY Elements used to construct CADD drawings shall be placed on the appropriate design file levels as assigned in Chapter 9 of the Idaho Transportation Department Design Manual. Standard plan sheet symbols are illustrated on lTD Standard Drawing Nos. K-10, S-lA, Sl-B and S-lC. Line weights, styles and text height shall conform with Section 9.5 of the ITD Design Manual and lTD Standard Drawings S-lA, S-lB and S-lC. Use of MicroStation user­ defmed line styles is preferred. Use of standard MicroStation linear patterning is acceptable. Symbols which are needed to complete project plans that are not covered in the lTD Design Manual and Standard Drawings may be created by the consultant with the approval of the Agreement Administrator or Engineer. Actual symbols for use with MicroStation software, including standard line patterning symbols, are contained in lTD's standard cell library and are available in the MicroStation . CEL file format. Electronic copies of all standard lTD borders, sheets and standard drawings are available in the .DGN file format. The standard cell libraries and drawings are available in Metric units. A standard color table, standard Metric line style resource library with lTD line styles and font resource library with lTD fonts for use with MicroStation are available. This data can be requested through the Agreement Administrator or Engineer or is available on the ITD web site (http://www2.state.id.us/itd/designlcadd/aboutcadd.htm). Revised 3/2003 ---PAGE BREAK--- FILE NAMING CONVENTION IDAHO TRANSPORTATION DEPARTMENT CONSULTANT CADD SPECIFICATIONS EXHIBIT A INTRODUCTION A standard electronic file naming convention is necessary for the Department to coordinate, retain and archive information designed and collected on the CADD system. To accommodate P.C. files only an eight character file name with a three character extension will be used by the Idaho Transportation Department for each computer file. It is suggested that only lowercase alpha and numeric characters be used. No spaces or special characters should be used in a file name. The three character suffix defines the file type to the computer software. This suffix must remain a part of the file name but will not generally be used for naming purposes. There are files other than drawing files which are included in tbis convention. It is highly recommended that individual users adhere to this naming convention and not deviate from it without first contacting system support. PROJECT RELATED FILES Any project related file name must begin with the four digit key number of the project as assigned by the Program Control Section of the Department. This includes drawing and non drawing files, such as those used by InRoads, InSite, Cogoworks, Fieldworks, Iras. NON-PROJECT RELATED FILES Non-project related files on the CADD system must begin with the letter S and the section number (i.e. S49, S03). The characters 5 through 8 designated by ABCD below, would be considered open for any use except special characters. DESCRIPTION The following is the description of a complete file name which is composed of four parts; the key number, sheet designator, sheet number, and the extension.
