March 21, 2008 Letter of Agreement This letter of agreement Is betwe&n Latah County and the City of Moscow and Rocky Mountain Corrections to set out the w ork plan and timeline for Phase II of Latab County/City of Moscow's detention tenter developtl'\lllt project This phase will include Rocky Mountain Corrections and its partners providing Laboh County/City of Moscow with the details of the options available to appro· prlatoly fund, design and operate a detention facility needed to accommodate future growth In Latab County and the City of Moscow.
