ADDENDUM #1 to AGREEMENT FOR ENGINEERING SERVICES FOR THE CITY OF MOSCOW 201 WASTEWATER FACILITIES PLAN dated the 25th day of November, 1991 by and between the CITY OF MOSCOW, IDAHO, hereinafter referred to as THE OWNER, and KIMBALL ENGlNEERING, P.A., hereinafter referred to as THE ENGINEER. SECTION 1. Task Description, of said Contract, shall be amended as follows: Add the following new Task 17 A. THE ENGINEER shall furnish the following Engineering Services for Evaluation of excessive infiltration/inflow identified during preliminary smoke testing and flow analysis. Outline III program, goals, data needs, technique, previous reports, treatment vs. correction. Review II/SSES program with City staff, flow meter evaluation regarding calibration, and set up procedure, event monitoring and baseline monitoring. Identify baseline flow monitoring locations and assist City in installing initial flow meters. Identify successive locations for flow meter installation. Evaluate flow meter data. Prepare summary and identify corrective action program. Add the following new Task 18 A. Update treatment evaluation based on Final Effluent limits and projected nutrient requirements, including costs for alternatives. Review alternative systems identified in the CH2M Evaluation including Sequencing Batch Reactor, and conventional activated sludge. B. Present alternative to Moscow staff and Public Works Committee. C. Prepare Draft Facilities Plan, review with DEQ and City, conduct Public Hearing. D. Prepare final Facilities Plan including comments from Moscow, Public and DEQ. SECTION IT. Fees and Conditions for Consulting Services, of said Contract, shall be amended as follows: Amend Subsection II -1-e as follows: e. The estimated cost, including Fixed Fee for Engineering Services as described in Section I Task 17 is $14,960. The Fixed Fee shall be $1,600. f. The estimated cost, including Fixed Fee for Engineering Services as described in Section I Task 18 is $12,000. The Fixed Fee shall be $1,300. All other provisions of said Contract shall remain. Kimball, President Dated this 22nd day of December, 1995 Dated this C:\OFFICE\WPWIN\EMIL Y\OOCS\ADDENDl.Ml January 10, 1996 ---PAGE BREAK--- DATE: January 4, 1996 MEMORANDUM TO: Public Works/Finance Committee FROM: Gary Prcsol SUBJECT: Increase in Scope of Kimball Engineering Contract - Additional Sanitary Sewer Analysis and Completion of Facilities Plan In November, 1991, the City accepted a grant offer (Attachment from the Idaho Department of Health and Welfare for payment of engineering fees to study the existing wastewater collection and treatment facilities for the City (a.k.a. Facilities Plan). The total estimated cost of the project was $79,800. The State grant covered 75% or $59,850 and the remainder was paid for by the City. At the same November, 1991, Council meeting, the City entered into contract (Attachment with Kimball Engineering, P to perform the work associated with the Facilities Plan including infiltration/inflow analysis. Our concern with infiltration/inflow into our sanitary sewer collection system is that under certain storm events the wastewater treatment plant will experience flows two to three times the average flow. The additional flows exceed the existing design capacity of the plant. The additional flows at the plant are corning through the collection system. It is necessary to determine where the additional flow is entering the collection system and then analyze the economics as to whether it is more efficient to reduce that flow at its sources or plan for additional capacity to treat that flow with the pending wastewater treatment plant upgrade. We have completed the infiltration/inflow work allocated in the original State grant and/or contract with Kimball Engineering. We did find some sources of inflow but they were minor compared to the additional flows experienced at the treatment plant. In addition, we need to update the Facilities Plan draft prepared by Kimball Engineering including information prepared by the engineering firm of CH2M-Hill under their value engineering contract with the City in August, 1994. I requested Kimball Engineering to itemize all the additional work and submit (Attachment to the Idaho DEQ for possible additional grant funding. The request for funding was granted (Attachment for an additional $20,220 of State monies. The City's share will increase by $6,740. Both of these monies have been reflected in the 95-96 City budget. Kimball Engineering has submitted to the City an Addendum #1 (Attachment to our original contract for the Council's consideration. I believe the additional work is necessary and justified. We have had very good service and professional relationship with the fmn of Kimball Engineering on the work they have performed to date for the City. I recommend the Council approve the Addendum # 1 to the original contract for a Wastewater Facilities Plan and accept the additional State grant money.
