The parcels are located between Lilly and Asbury Streets, Moscow, Idaho. The land area is approximately 0.5 acres in size and is zoned Industrial. The site is located at latitude 46.73366 North and longitude -117.00607 West. The subject property is located along the abandoned Dumas/Columbia Grain elevator railroad spur between Lilly and Asbury Streets. West First Street terminates at the site’s western boundary. The former elevators are present east of the site (currently being deconstructed) which is otherwise located in a residential neighborhood. The northern site is gravel surfaced and the railroad tracks have been removed. Hog creek flows through the southern site. There are no buildings or occupants residing at the site. Historical fire insurance maps produced by the Sanborn Map Company were requested from Environmental Data Resources, Inc. (EDR) to evaluate past uses of the site and adjoining properties. The Sanborn maps were made available through EDR (selected years reviewed: 1893 – 1963). Since these references are copyright protected, reproductions are not provided in this letter, but revealed the following historical uses and associated timelines. The city of Moscow’s contractor will conduct an environmental site assessment to determine the extent of soil, ground water and surface water contamination with past practices at the site. The environmental site assessment will consist of surface and subsurface soil samples as well as ground water and surface water sample collection and analysis. These samples are typically collected by advancing soil borings (1 to 3 inches in diameter) using a drill rig or a direct push technology from a depth of 2 inches to the ground water table (approximately 15 feet below ground surface [bgs]). No large scale excavations are anticipated as part of the assessment process. The city of Moscow is requesting a determination letter as to whether or not there are any significant as to whether or not there are any historic concerns the THPO might have with regard to this site location.
